Proposal to Provide Water, Sewer, and Public Works Grant Writing Services <br />40 <br /> <br />Chenxia Li, Federal Funding Expert <br />Chexnia has over 20 years of experience and an <br />extensive background in the capital planning process <br />and in developing long-range capital improvement <br />programs including regional and agency-wide <br />transportation planning. She has successfully secured <br />and managed various federal, state, and local funding <br />measures including FTA/FRA/FEMA/Caltrans, Highway <br />Rail Crossing Safety Account (HRCSA), Highway Safety <br />Improvement Program (HSIP), High Priority Projects <br />(HPP), Transportation community and many other <br />grants. <br /> Chenxia has been responsible for performing policy and financial analyses, negotiating <br />agreements with FTA/FRA and other funding agencies, as well as the preparation and <br />presentation of reports to agency board of directors. <br />James is highly skilled in identifying appropriate measures, policies and procedures to comply <br />with federal, state, regional, and county laws, regulations, and environmental mandates. <br /> <br />Relevant Experience <br />San Bernardino GHG reduction Strategy, TIRCP 2018 Grant Application Package, San <br />Bernardino County Transpiration Authority, San Bernardino, CA <br />Responsible for development of a successful grant application package for two significant <br />projects in the region, meeting with CalSTA, preparation of GHG reduction and all write up. <br />• GHG reduction demonstration project <br />• Bus Rapid Transit Services <br /> <br />Redlands Passenger Rail Project, San Bernardino County Transpiration Authority, San <br />Bernardino, CA <br />Funding expert responsible for preparation of TIRCP, PTC and FTA grants for the $280 million <br />project. Facilitated meetings with grant funding agencies, prepared agendas and presentation <br />topics. Researched the available documents and prepared successful grant application <br />packages.
