Proposal to Provide Water, Sewer, and Public Works Grant Writing Services <br />41 <br /> <br />• Coordinated with the San Diego Association of Governments (SANDAG) to <br />forecast grant revenues for five-year capital improvement program. Developed <br />recommendations to assign the grant funds to the capital and planning projects. <br />• Worked with the Federal and State funding agencies for grant application/ <br />amendments/closeout. Managed grant programs for requirements compliance. <br />• Maintained grant database using the JD Edwards system to ensure accuracy and <br />grant compliance. <br />• Prepared the required project progress reports, financial status reports, and grant <br />closeout reports. Ensured timely processing grant billings; reviewed the project <br />expenditures against the approved project scope and in compliance with federal, <br />state and local funding requirements; and validated appropriateness of supporting <br />documents and justifications. <br />• Developed and revised grant management procedures and the board finance <br />policies. <br />• Responsible for the SAFE schedule and the required single audit schedules. <br />• Prepared responses to the FTA Triennial Review and Enhanced Technical <br />Capacity Review. <br /> <br />BOR WaterSMART Water Energy and Efficiency, Santa Clarita Valley Water Agency, <br />Olivenhain Municipal Water District, Desert Water Agency, City of Santa Ana, San <br />Bernardino Municipal Water District <br />Responsible for final QA/QC during the BOR WaterSMART Water Energy and Efficiency grant <br />writing process and assisted with various research, mapping, and grant writing tasks in order to <br />submit the applications fully and promptly. He worked on 6 applications simultaneously for this <br />opportunity. Each application applied for $500,000 federal grant funding. <br /> <br />Grants and Strategic Development Planner, Southern California Regional Rail Authority <br />(SCRRA) <br />• Coordinated with FTA/FRA/FEMA/Caltrans on the grant administration, led <br />FRA/Caltrans quarterly reviews, analyzed federal and state transportation policies <br />and funding programs, and communicated with staffers on grant issues. <br />• Worked with Engineering Department and Program Management Office on the <br />programmatic issues pertaining to the capital rehabilitation and improvement <br />projects, and prepared grant applications by closely working with the <br />stakeholders. Participated in monthly project managers’ meetings, worked with all <br />necessary parties to ensure implementation of grant- funded projects in <br />compliance with the grant requirements and grant contract provisions. <br />• Administered federal and state grants; prepared the grant fact sheets to <br />disseminate grant information; tracked contract commitments and expenditures; <br />prepared project progress and financial reports; responded to the grantors’ <br />inquiries concerning grant compliance issues; performed the grant closeouts; and <br />responded to the audit requests. <br />• Tracked grant balances; reviewed proposed changes to the project scope to <br />ensure consistency with the funding agreements; reviewed and validated the <br />eligibility of project budget reallocations by fund source and by project; and <br />ensured the grant records being updated with a documented audit trail.
