Approve an appropriation adjustment to recognize $574,578 of prior year fund balance <br />in the Water Fund, Public Works Water Revenue, Prior Year Carryforward revenue <br />account and appropriate the same amount to the Acquisition & Construction, Water <br />Utility Capital Projects, Water Capital Project expenditure account. (Requires five <br />affirmative votes) <br />2. Approve an amendment to the Fiscal Year 2022-23 Capital Improvement Program to <br />add Greenleaf Water Main Improvements Project (23-6474) <br />DISCUSSION <br />On December 7, 2021, the City Council awarded a construction contract to Colich & Sons <br />for the Flower Street Sewer Main Improvements (Exhibit 1). The project’s scope of work <br />includes sewer main and lateral replacement, and street improvements along Flower <br />Street, 17th Street, and Greenleaf Street between Civic Center and 19th Street. <br />Public Works’ Water Resources and Construction Engineering staff have determined that <br />the water main line and laterals on Greenleaf Street between 17th and 19th Street have <br />deteriorated. To prevent future system failure, the main and laterals will need to be <br />replaced. Because the sewer main and laterals will be replaced on Greenleaf, staff <br />recommends to perform the water main replacement simultaneously within the same <br />construction contract. <br />To improve storm water flow on Greenleaf within the project limits (Exhibit 2), staff has <br />determined that it is necessary to replace the curbs and add gutters along with the water <br />main replacement. Driveway approaches will be replaced as necessary if damaged or to <br />maintain proper drainage.
