Police Department <br />www.santa-ana.org/departments/police/ <br />Item # 16 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />July 19, 2022 <br />TOPIC: Award Purchase Order for Security Cameras and Accessories <br />AGENDA TITLE: <br />Award Purchase Order to Sandoval Custom Creations Incorporated for Security Cameras <br />and Accessories in the Amount of $137,473 (Specification No. 22-038) (Cannabis <br />Enforcement Fund) <br />RECOMMENDED ACTION <br />Authorize a one-time purchase of security cameras and accessories from Sandoval <br />Custom Creations Incorporated in the amount of $137,473, subject to non-substantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The City Attorney’s Office, Code Enforcement, Public Works, and Law Enforcement <br />personnel each play a vital role when addressing community and City Council complaints <br />regarding City codes and ordinances violations. Oftentimes, these violations involve <br />public nuisances and activities that are detrimental to the health and safety of the <br />community. The use of these security cameras will enable city personnel to monitor the <br />alleged community complaints regarding illegal cannabis activity, illicit massage parlors, <br />graffiti, street racing, narcotic houses, illegal dumping of trash, and other chronic public <br />nuisances locations. Having the ability to accurately see the alleged activity with the <br />security cameras allows the City to properly address the violations through potential <br />criminal enforcement and through highly effective civil abatement proceedings. This <br />purchase is for 20 cameras and accessories, which will ensure that all departments will <br />be able to address the specific issues, and the Police Department already has the <br />necessary training to install the equipment. These cameras are specifically designed so <br />they can be installed and removed from various locations as part of any on-going <br />investigation. <br />An Invitation for Bid (IFB) was advertised on March 2, 2022 on the City’s online bid and <br />management publication system.
