Public Works Agency <br />www.santa-ana.org/pw <br />Item # 26 <br />o`7, City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />July 19, 2022 <br />TOPIC: On -Call Advance Traffic Management System Repair Services <br />AGENDA TITLE <br />Approve an Agreement with Crosstown Electrical & Data Inc., for On -Call Repair Services <br />of Advance Traffic Management and Communication Systems in an Amount not to <br />Exceed $500,000 for up to a Five -Year Term (Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with Crosstown Electrical & Data <br />Inc. to provide on -call repair services and routine maintenance for the advance traffic <br />management and communication system for a three-year period beginning July 19, 2022 <br />and expiring July 18, 2025, with a provision for two, one-year extensions exercisable by <br />the City Manager, in an amount not to exceed $100,000 annually, and $500,000 for the <br />term of the agreement, including extension periods, subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Santa Ana Traffic Management Center (TMC) is composed of several computerized <br />systems that control the traffic signals, closed circuit television cameras, and <br />communication network. These systems utilize twisted pair cables, fiber optic cables, <br />wireless, and other methods to provide communication between the TMC and field <br />equipment. These communication systems require routine maintenance and emergency <br />repairs as a result of malfunctions or damage that occurs due to obsolete equipment, <br />traffic collisions, or construction activities. <br />A Request for Proposals (RFP) was issued on April 11, 2022 for on -call repair services <br />and routine maintenance of the advance traffic management and communication system. <br />One proposal was received from the City's current vendor, Crosstown Electrical & Data <br />Inc., and evaluated by a three -member review panel composed of Public Works Agency <br />staff. Scoring was based on firm experience, record of performing similar repair services, <br />responsiveness to the RFP requirements, and completeness of the proposal. The <br />Crosstown Electrical & Data Inc. proposal scored 95 points out of 100. <br />
