Police Department <br />www.santa-ana.org/cd <br />Item # 33 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />June 21, 2022 <br />TOPIC: Agreement with Axon Enterprise, Inc. for Body-Worn Camera Services <br />AGENDA TITLE: <br />Approve a Five-Year Agreement with Axon Enterprise, Inc. in the amount of $5,187,638 <br />for Body-Worn Camera Services (Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a five-year agreement with Axon Enterprise, Inc. <br />to provide body-worn camera equipment and services to the Police Department, in an <br />amount not to exceed $5,187,638, including a 5% contingency ($247,030), for the period <br />of July 1, 2022 through June 30, 2027, subject to non-substantive changes approved by <br />the City Manager and City Attorney. <br />DISCUSSION <br />On May 25, 2017, the Santa Ana Police Department entered into a five-year contractual <br />partnership with Axon Enterprise, Inc. (formerly Taser, Inc.) to implement its first body- <br />worn camera program. Body-worn cameras (BWCs) serve as a promising tool to improve <br />law enforcement interactions with the public to provide a visual and audio record of <br />interactions with our community. On September 1, 2017, the program went live with 200 <br />cameras assigned to frontline personnel, which included patrol officers, motor officers, <br />and specialized details (gangs and directed patrols). After going live, the Police <br />Department quickly became a regional leader in the BWC industry and various agencies <br />conducted site visits for program guidance and training. Our BWC program was part of a <br />national conference as a model agency for other agencies to follow. <br />During the term of the current agreement, the BWC program has expanded to meet the <br />demands of organizational growth and frontline applications, emerging technologies, and <br />laws that have impacted the overall use of BWCs. The program has made a significant <br />impact in meeting the demands of contemporary policing. The presence of BWCs help <br />strengthen accountability and transparency, and can assist in de-escalating conflicts, <br />resulting in more constructive encounters between the police and our community. <br />The agreement with Axon has developed into a strong partnership that has provided
