Agreement with Axon Enterprise, Inc. for Body-Worn Camera Services <br />June 21, 2022 <br />Page 2 <br />2 <br />7 <br />6 <br />4 <br />growth and guidance in program development, policy considerations, unlimited technical <br />support, and hardware and software considerations to meet the specific needs of the <br />Santa Ana Police Department. Our contractual partnership with Axon expires on June 30, <br />2022. Renewing the contract with Axon as a sole source provider will allow the <br />Department to continue with the current infrastructure in place to support Axon technology <br />for deployment consistency, continued device pairing with Taser (current Tasers are <br />made by Axon) and BWC activation, and is supported by current policies, procedures, <br />practices, and regional consistency with allied agencies. <br /> <br />The Police Department proposes to continue the partnership with Axon and enter into a <br />five-year partnership agreement beginning July 1, 2022 and ending June 30, 2027 for a <br />total five-year agreement amount not to exceed $5,187,638. The agreement includes an <br />additional 48 BWCs and an additional 50 user licenses. In addition to the added hardware <br />(BWCs and docking stations) and user licenses, the program will see a significant <br />improvement in software applications such as the following: signal sidearm (pairing an <br />officer's firearm with the assigned BWC), Axon Performance (a new feature that monitors <br />proper BWC activation and certain unacceptable language), Redaction Assistant, <br />Dictation Assistant (new dictation technology that will assist personnel in completing <br />reports, which will impact frontline overtime), and Virtual Training. <br />Benefits to the community include the following: <br />Continued transparency <br />Virtual training for de-escalation in mental health and use-of-force options <br />Enhance community trust <br />Reduced civil liability <br />Overtime cost savings with Dictation Assistant <br />Decreased officer stress <br />Immediate sharing capabilities <br />Streamlining of court and evidence process <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />Funds in the amount of $5,187,638 will be available in FY 2022-23 upon City Council <br />adoption of the FY 2022-23 annual budget, and budgeted in future fiscal year budgets for <br />anticipated expenditure as follows: <br />
