Public Works Agency <br />www.santa-ana.org/pw <br />Item # 11 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />June 7, 2022 <br />TOPIC: Water Supply Shortage Level Two <br />AGENDA TITLE <br />Adopt a Resolution Ordering the Implementation of Water Conservation Actions for a <br />Level Two Water Supply Shortage <br />RECOMMENDED ACTION <br />Adopt a resolution ordering the implementation of water conservation actions consistent <br />with Water Supply Shortage Level Two as defined in Chapter 39 of the Municipal Code <br />and the adopted Water Shortage Contingency Plan. <br />DISCUSSION <br />On March 28, 2022, the Governor of California issued Executive Order N-7-22, which <br />directs new state and local efforts related to the ongoing drought. The Governor called on <br />the State Water Resources Control Board (SWRCB) to consider requiring local water <br />suppliers to implement response actions for a Level 2 water supply shortage as described <br />in their Water Shortage Contingency Plans, which identifies appropriate actions that will <br />conserve water across all sectors. On May 24, 2022, the SWRCB adopted an emergency <br />water conservation regulation in response to the Governor’s Executive Order, banning <br />irrigation of non-functional turf and requiring all urban water suppliers to implement the <br />Level 2 conservation actions identified in their Water Shortage Contingency Plans <br />(WSCP) by June 10, 2022. <br />A Level 2 Water Supply Shortage condition exists when the City determines a water <br />supply shortage, as defined by the procedures described in the City’s WSCP. Due to the <br />Governor’s Executive Order and SWRCB regulation, the City will implement the demand <br />reduction actions that would be required if experiencing a Level 2 water supply shortage. <br />Adoption of the resolution (Exhibit 1) formally orders the conservation and demand <br />reduction actions associated with a Level 2 water supply shortage. <br />This level will add further water conservation measures, in addition to the current <br />Permanent Water Conservation Requirements and all Water Shortage Level 1 measures.
