Adopt Resolution for Water Supply Shortage Level Two <br />June 7, 2022 <br />Page 2 <br />2 <br />7 <br />2 <br />1 <br />Levels 1 and 2 include, but are not limited to, the following additional measures that will <br />comply with the upcoming State mandate: <br />All leaks, breaks, or other malfunctions in the water user's plumbing, irrigation or <br />distribution system must be repaired within 48 hours of notification by the City, <br />unless other arrangements are made with the City. <br />Watering of a lawn, landscape or other turf areas between the hours of 6:00 am <br />and 6:00 pm is prohibited, except by use of hand-held device, hose equipped with <br />an automatic shutoff device, or for adjusting or repairing an irrigation system for <br />short periods of time. <br />Irrigation shall be limited to two days per week for turf watering when using potable <br />water. Plant containers, trees, shrubs and vegetable gardens may be watered <br />additional days using only drip irrigation or hand watering. <br />Filling or re-filling ornamental lakes is prohibited. Ornamental lakes and ponds that <br />sustain aquatic life of significant value and were actively managed prior to the <br />shortage declaration are exempt. <br />Subject to applicable law, the City may impose drought rates and surcharges if <br />deemed necessary. <br />The City may reduce potable water allocations in all categories to meet the <br />available water supply. <br />Additionally, the Executive Order and SWRCB regulation bans the irrigation of non- <br />functional turf with potable water in commercial, industrial, and institutional (CII) sectors. <br />Non-functional turf is defined as being solely ornamental and not regularly used for human <br />recreational purposes, or for civic or community events. <br />In support of these endeavors, staff will intensify ongoing public education efforts on <br />drought awareness and water conservation practices. The Public Works Agency’s Water <br />Resources Division budgets for water conservation outreach activities annually, which <br />include organizing and attending community events to educate customers on the methods <br />and benefits of reducing water consumption. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />EXHIBIT(S) <br />1.
