CITY OF SANTA ANA <br />RFP NO.: 21-127 <br />SA-2 PRESSURE CONTROL STATION RELOCATION AND TRANSMISSION MAIN <br />IMPROVEMENTS <br />B. The Consultant will be required to create dashboard concept designs <br />and standards. This will include elements that should be provided on an <br />HMI dashboard. The intent is to provide information to benefit <br />operations and provide operator controls as dictated by the City. <br />C. The Consultant will be required to create, establish and/or maintain PLC <br />programming standards as it relates to operation of the station. Under <br />this duty, the Consultant shall develop application programming <br />templates, subroutines, function blocks and data structures to minimize <br />the level of custom programming required to operable assets to any sites <br />such as pump stations. Standardized templates and modules shall <br />serve as starting points for future programming efforts. <br />D. The Consultant shall provide an estimate and list for all hardware <br />necessary and proceed, upon City approval, to purchase said hardware, <br />install as necessary and reprogram. <br />E. The Consultant shall modify the functional specifications for the site and <br />include the following: <br />a. Narrative overview of the function and operation of the Site; <br />b. Identification of all components of the Site (i.e., equipment, <br />instrumentation, etc.); <br />c. Narrative description of the functionality of each component of the <br />Site (e.g., tanks, valves, meters, sensors/transmitters, etc.); <br />d. Description of the process control strategy for the Site; <br />e. Narrative description of all operational modes for the Site; <br />f. Narrative description of each process control strategy; <br />g. Identification of the specific 1/0, setpoints, commands and <br />communications associated with each strategy; <br />h. Detailed description of the control logic for each component/strategy, <br />including permissives, interlocks, PID controls, etc.; <br />i. Description of the SCADA interfaces; <br />j. Narrative and detailed description of the system alarms and other <br />notification functionality. <br />F. The Consultant shall develop comprehensive Factory Acceptance Test <br />(FAT) and Site Acceptance Test (SAT) protocols and criteria for the new <br />control panels and related components. <br />5. Make recommendations for communications between SA-2 and Walnut <br />Pump Station. Propose alternatives for communications in addition to <br />radio communications. Identify all requirements for the options including <br />maintenance and operation related constraints. The City uses an MDS <br />iNET-11 radio network for SCADA communications. In the near future, the <br />City may alter the telecommunications scheme. In the event that another <br />radio telemetry network is established, the Consultant shall assist with that <br />work as it pertains to this project. The City may request design assistance <br />for a new radio network and technology options, if deemed in the best <br />interests of the City. Fiber interconnects remain an option. <br />Page 6 of 11 <br />
