Six LMS vendors submitted <br />proposals and were reviewed and assessed based on the selection criteria specified in <br />the RFP. Proposals were evaluated based on the following competitive selection criteria: <br />LMS capabilities, usability, alignment with City requirements and specifications, <br />experience, qualifications, technical expertise, proposer's financial stability, customer <br />references, product technical roadmap, total cost, methodology, and work plan. <br />An evaluation committee included representation from Human Resources, Public Works, <br />and Information Technology Departments. After review and evaluation of proposals, it <br />was determined that two responses best met the above -mentioned criteria specified <br />within the RFP. <br />The two finalists participated in an in-depth interview and demonstration of their LMS. The <br />recommended vendor, Meridian Knowledge Solutions, LLC, is highly qualified due to the <br />administrative and user intuitiveness of the system, ease of use, clear and straightforward <br />timeline, customizable reporting tools (free -hand reporting), and cost. <br />Staff recommends that the City enter into an agreement with Meridian Knowledge <br />Solutions for a Learning Management System (LMS), with the additional add -on with <br />OpenSesame Plus 100 for web -based training content, to enable the City to support <br />excellent training opportunities that engage, motivate, and empower City employees. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact association with this action. <br />FISCAL IMPACT <br />The Human Resources Department currently has money set aside for the entirety of the <br />initial three (3)-year term of the Agreement and will budget accordingly for both <br />Agreements in subsequent fiscal years. Any contract services and associated <br />expenditures are subject to available funding in the Human Resources Department <br />budget. <br />Funds for the LMS are budgeted and available through a non -general fund account (for <br />the entirety of the initial three (3) years of the contract), 08809050 Quality Service <br />Training.
