As a result, the project contingency amount is being increased to 23 percent to <br />perform additional asphalt repairs in the surrounding areas as necessary. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was <br />advertised in the Orange County Register newspaper on December 20 and 27, 2021. The <br />project was also advertised on PlanetBids, and bids were received electronically via <br />PlanetBids on January 18, 2022. <br />The City notified a total of 1,216 regional vendors via PlanetBids, 77 of which are Santa <br />Ana based. Forty-four vendors requested bidding documents. A total of five bids were <br />received. All American Asphalt <br />submitted the lowest responsive base bid in the amount of $823,333 (Exhibit 2). As <br />specified in the bid documents, the lowest bid shall be determined on the basis of the <br />Base Bid. Based on the bid analysis and a contractor's reference check, staff <br />recommends awarding the construction contract to All American Asphalt in the amount of <br />the base bid totaling $823,333 (Exhibit 3). <br />All American Asphalt has worked on various projects for the City of Santa Ana throughout <br />the last several years. The most recent projects are Bristol Street Protected Bike Lanes <br />Project from Edinger Avenue to First Street, Residential Street Repair Program, and <br />Flower Street Rehabilitation from McFadden Avenue to First Street. <br />Project Delivery <br />To deliver a complete project, in addition to the construction contract, the estimated total <br />project delivery cost includes construction administration, inspection, and testing, along <br />with an allowance for contingencies to account for unexpected, unforeseen conditions, <br />and additional nearby asphalt pavement improvements. Construction administration and <br />inspection includes the following: construction management; implementation of the City's <br />Community Workforce Agreement requirements; inspection of the Contractor's work to <br />
