Santa Ana General Plan Update <br />CEQA Findings of Fact and Statement <br />Of Overriding Considerations -66- October 2021 <br />VIII. RESOLUTION REGARDING CERTIFICATION OF THE PEIR <br />The City of Santa Ana finds that it has reviewed and considered the Final Recirculated PEIR in <br />evaluating the proposed project, that the Final Recirculated PEIR is an accurate and objective <br />statement that fully complies with CEQA and the State CEQA Guidelines, and that the Final <br />Recirculated PEIR reflects the independent judgment of the City. <br />The City of Santa Ana declares that no new significant information, as defined by State CEQA <br />Guidelines, section 15088.5, has been received by the City after circulation of the Recirculated <br />Draft PEIR that would require further recirculation. <br />The City of Santa Ana certifies the PEIR based on the entirety of the record of proceedings, <br />including but not limited to the following findings and conclusions: <br />Findings: The following significant environmental impacts have been identified in the PEIR and <br />will require mitigation as set forth in Section V of this Resolution but cannot be mitigated to a <br />level of insignificance: air quality (project-related and cumulative), cultural resources (project- <br />related), greenhouse gas emissions (project-related), noise (project-related), population and <br />housing (project-related), recreation (project-related). <br />Conclusions <br />1. Except the impacts (stated above) relating to air quality, cultural resources, greenhouse gas, <br />noise, population and housing, and recreation all significant environmental impacts from the <br />implementation of the proposed project have been identified in the PEIR and, with <br />implementation of the mitigation measures identified, will be mitigated to a level of <br />insignificance. <br />2. Other alternatives to the proposed project, which could potentially achieve the basic objectives <br />of the proposed project, have been considered and rejected in favor of the proposed project. <br />3. Environmental, economic, social, and other considerations and benefits derived from the <br />development of the proposed project override and make infeasible any alternatives to the <br />proposed project or further mitigation measures beyond those incorporated into the proposed <br />project. <br />
