Award Construction Contract to All American Asphalt <br />March 15, 2022 <br />Page 2 <br />2 <br />4 <br />9 <br />5 <br />The City notified a total of 1,317 regional vendors via PlanetBids, 78 of which are based <br />in Santa Ana. Forty vendors requested bidding documents. A total of 4 bids were <br />received. Noble Company Orange $4,364,355.00 <br />4 Hardy & Harper, Inc. Lake Forest $4,430,000.00 <br />A total of four bids were received and all were deemed responsive. All American Asphalt <br />submitted the lowest responsive base bid in the amount of $4,189,151 (Exhibit 2). As <br />specified in the bid documents, the lowest bid shall be determined on the basis of the <br />Base Bid. Based on the bid analysis and a contractor’s reference check, staff <br />recommends awarding the construction contract to All American Asphalt, in the amount <br />of the base bid totaling $4,189,151 (Exhibit 3). All American Asphalt has performed the <br />following work in the City of Santa Ana within the past five years: Flower Street <br />Rehabilitation (Project No. 21-6976), Residential Street Repair Program FY 2019-20 <br />(Project No. 20-7533), and Local Street Preventative Maintenance FY 2019-20 (Project <br />No. 20-6907). <br />Project Delivery <br />To deliver a complete project, in addition to the construction contract, the estimated total <br />project delivery cost includes construction administration, inspection, and testing, along <br />with an allowance for contingencies to account for unexpected or unforeseen conditions. <br />Construction administration and inspection includes construction management; <br />implementation of the City’s Community Workforce Agreement requirements; inspection <br />of the Contractor’s work to ensure contract compliance, workmanship, and quality; and <br />materials testing.
