Jurisdiction Santa Ana <br />Reporting Year 2021 (Jan. 1 - Dec. 31) <br />1 2 3 4 <br />Name of Program Objective Timeframe in H.E Status of Program Implementation <br />Housing Programs Progress Report <br />Describe progress of all programs including local efforts to remove governmental constraints to the maintenance, improvement, and development of housing as identified in the housing element. <br />Table D <br />Program Implementation Status pursuant to GC Section 65583 <br />ANNUAL ELEMENT PROGRESS REPORT <br />Housing Element Implementation <br />(CCR Title 25 §6202) <br />40. Down Payment <br />Assistance <br />Evaluate options to restructure the <br />homeownership program as the market and <br />prices stabilize. Assist low and moderate <br />income households with down payment <br />assistance through loans up to $80,000 for <br />moderate income families and up to <br />$120,000 for low-income families. <br />Ongoing In 2021,the City continued to offer down payment assistance using its Community <br />Development Block Grant (CDBG)and Inclusionary Housing Funds.Eleven loans were <br />funded.Eleven virtual educational workshops and outreach events were conducted <br />during the year that were attended by about 300 participants. <br />41. Homeownership <br />Partners <br />Support nonprofit and for-profit <br />organizations to educate homeowners, <br />administer programs, and expand <br />homeownership opportunities. Work with <br />nonprofit organizations to provide <br />homeownership opportunities for families. <br />Ongoing In 2019,the City awarded a ground lease agreement for a Housing Authority land asset <br />to Habitat for Humanity for the construction of two single-family home ownership units <br />serving moderate income households (also referenced in Goal #27).This project is <br />currently in preconstruction.The City continues its working relationship with local non- <br />profits to facilitate education and expand homeownership opportunities for low-income <br />households.City partners with NeighborWorks Orange County to provide assistance and <br />education to first time homebuyers. <br />42. Homeownership <br />Preservation Assistance <br />Participate in the Orange County <br />Collaboratives to prevent or lessen the <br />impact of foreclosures. Advocate for state <br />and federal legislation to address the <br />foreclosure and lending crisis. <br />Ongoing The City continues to monitor legislative initiatives and programs to address local <br />foreclosure impacts and rental increases.
