Approve the Project Cost Analysis for a total estimated construction delivery cost of <br />$523,636, which includes $413,942 for the construction contract; $68,300 for contract <br />administration, inspection and testing; and a $41,394 project contingency for <br />unanticipated or unforeseen work to be funded from Highway Safety Improvement <br />Program grant funds. <br />DISCUSSION <br />The recommended actions are needed to proceed with the installation of a new traffic <br />signal at the intersection of Main Street and 15th Street. (Exhibits 1 and 2). Once <br />completed these new traffic signal improvements will increase traffic safety for motorists <br />and pedestrians at this intersection. <br />The Public Works Agency was awarded a $408,793 Highway Safety Improvement <br />Program (HSIP) grant for this project, which was recognized in the City Council-approved <br />Fiscal Year 2017-18 Capital Improvement Program (CIP). A total of $73,000 was <br />earmarked for Preliminary Engineering. A portion of the Preliminary Engineering grant <br />allocation, $33,549, remains unreimbursed through the grant. Upon approval of the <br />appropriation adjustment to recognize Gas Tax funds, the funds will be used to cover the <br />unreimbursed Preliminary Engineering grant expenditures. The spending authorization <br />for the remaining $335,793 in construction funding was received in April 2021. Staff is <br />requesting City Council approval to recognize and reappropriate this grant allocation for <br />expenditure in Fiscal Year 2021-22. <br />In January 2022, an additional $104,347 in HSIP grant funds was authorized, bringing the <br />total HSIP grant funds available for the project to $440,140. Of the additional $104,347 in <br />HSIP grant funds received, $25,000 came from unreimbursed Preliminary Engineering <br />phase funds and $79,347 has been allocated from additional available funds within the <br />HSIP grant program administered by the state. Staff is requesting City Council approval <br />to recognize and appropriate the authorized grant allocation of $104,347 in construction <br />phase grant funding for expenditure in Fiscal Year 2021-22. <br />Additionally, staff is requesting City Council approval for the reallocation of $83,496 in <br />unspent Measure M2 Local Fairshare funds needed to complete the total project funding <br />requirement. Upon approval of the requested appropriation adjustments and the <br />reallocation of funds, the total funds available for construction will be $523,636, which is <br />composed of $440,140 in grant funding and $83,496 in reallocated unspent Measure M2 <br />Local Fairshare funding. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was <br />advertised in the Orange County Register newspaper on October 26 and November 2,
