City Manager Office <br />www.santa-ana.org/cm <br />Item # 17 <br />or City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />March 1, 2022 <br />TOPIC: Food Distribution/Supply Programs <br />AGENDA TITLE: <br />Approve Agreements with Delhi Center, Elks Building Association of Santa Ana, United <br />Across Borders Foundation, Latino Health Access, and OneOC for Food <br />Distribution/Supply Programs for a One -Year Term in an Aggregate Amount Not to <br />Exceed $900,000 (Revive Santa Ana Program) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute agreements with Delhi Center, Elks Building <br />Association of Santa Ana, United Across Borders Foundation, Latino Health Access, and <br />OneOC to operate food distribution and food supply programs for a one-year term <br />beginning March 1, 2022 and expiring February 28, 2023, in a total shared aggregate <br />amount not to exceed $900,000, subject to non -substantive changes approved by the <br />City Manager and City Attorney. <br />DISCUSSION <br />Revive Santa Ana is a comprehensive COVID-19 pandemic recovery initiative designed <br />to deliver both short-term and long-term health, financial, educational and other support <br />to the Santa Ana community. It is funded by a federal American Rescue Plan Act <br />allocation of $128.3 million, additional housing funding of $21.5 million, and $10.6 million <br />in federal funds from the state for emergency rental assistance. The City Council <br />approved the use of the first portion of money on July 20, 2021. <br />On January 14, 2022, the City Manager's Office issued a Request for Proposals (RFP) <br />for contractors to operate food distribution and food supply programs throughout the city. <br />The RFP was advertised on the City's online bid management and publication system, <br />with bids due on February 7, 2022 (Exhibit 1). Five non-profit organizations submitted <br />proposals and all five proposals were responsive. Staff recommends awarding <br />agreements to all five non-profit agencies as listed below (Exhibit 2-6). <br />
