PROPOSAL REVIEW (CONSULTANT SELECTION) <br />A. EVALUATION AND RATING <br />The CITY has established a proposal review committee to evaluate proposals based on <br />the response to the RFP, which includes adherence to outlined directions and format, and <br />the CITY evaluation criteria set forth above. A final score will be calculated for each <br />submitted proposal and used to rank the PROPOSERS. <br />The criteria for evaluating the proposals submitted will take the following items into <br />consideration: <br />Statement of Qualifications 25% <br />Scope of work 25% <br />Data Collection, Reporting and Compliance 25% <br />Budget 25% <br />The CITY reserves the right to request clarification and/or request additional information <br />from PROPOSERS, if necessary. Such clarifications and/or additional information shall <br />be submitted by the PROPOSERS as an Addendum to the Proposal upon request of the <br />Contract Officer. However, since PROPOSERS may not request to provide additional <br />input, PROPOSERS are advised to submit complete information in the Proposal. <br />Based on the evaluation results, the CITY may make a recommendation to award a grant <br />or create a finalist list for further evaluation. PROPOSERS with a score insufficient to <br />make the finalist list will not proceed in the evaluation process. The threshold for the <br />finalist list will be determined by the evaluation committee. Factors used for the threshold <br />determination are the number of proposals and initial scores of the proposals. For <br />example, the lowest score of the top three scores will set the threshold and any score <br />under that will not make the finalist list. The CITY may hold interviews and finalists may <br />be asked to participate in an interview session and/or supplemental questionnaire. Exact <br />date and time will be provided to the finalist(s) seven days prior to the assigned interview <br />session and/or due date of the supplemental questionnaire. If an interview session and/or <br />supplemental questionnaire is performed, the finalist will be ranked in order to determine <br />which proposal(s) is(are) in the best interest to the CITY. <br />B. SELECTION <br />The CITY will recommend award of the agreement to the PROPOSER(S) who will provide <br />the best quality and value to the CITY. CITY reserves the right to negotiate the final terms <br />of the agreement. CITY reserves the right to begin negotiations and enter into an <br />agreement without interview or further discussions. PROPOSER(S) will be asked to sign <br />a tentative agreement that will be subject the City final approval. If in the negotiation <br />process, the CITY and PROPOSER(S) cannot agree on final terms, the City reserves the <br />City of Santa Ana RFP 22-009A <br />Page 11 <br />
