<br />Ordinance No. NS-XXX <br />Page 3 of 15 <br /> order for any one (1) non-public works or public works contract, <br /> together with any previously approved change orders for said <br /> contract, do not cumulatively amount to an increase of the city's <br /> expenditure obligation under said contract of more than fifteen (15) <br /> percent of the original contract amount, or the amount of fifty <br /> thousand dollars ($50,000.00), whichever is the greater. <br /> Section 3. Section 2-800 of Article VII.II (Purchasing Rules and Regulations) of <br />Chapter 2 (Administration) of the Santa Ana Municipal Code is hereby amended to read <br />in its entirety as follows: <br /> <br /> Sec. 2-800. Purposes of purchasing system. <br /> <br /> These purchasing rules and regulations are hereby adopted in order to: <br /> <br /> (1) Establish efficient procedures for purchasing of materials, supplies, labor <br /> and equipment for non-public works contracts and public works contracts; <br /> <br /> (2) Secure maximum quality goods, services or performance at minimum cost <br /> for the city; <br /> <br /> (3) Exercise positive financial control over the city's purchases; and <br /> <br /> (4) Establish the necessary procedures for the selection of providers of all <br /> ranges of goods and services so as to avoid favor or prejudice.; <br /> <br /> (5) To sSimplify, clarify, and modernize the law governing procurement by the <br /> City; <br /> <br /> (6) To pProvide for increased public confidence in the procedures followed in <br /> public procurement; <br /> <br /> (7) To eEnsure the fair and equitable treatment of all persons who deal with the <br /> procurement system of the City; <br /> <br /> (8) To fFoster effective broad-based competition within the free enterprise <br /> system; <br /> <br /> (9) To pProvide safeguards for the maintenance of a procurement system of <br /> quality and integrity, and <br /> <br /> (10) To oObtain in a cost-effective and responsive manner the materials, <br /> services, and construction required by City agencies in order for those <br /> agencies to better serve the City's businesses and residents. <br />
