Police Department <br />www.santa-ana.org/pd <br />Item # 16 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />February 15, 2022 <br />TOPIC: Automated Parking Citation and Processing Services for the Police Department <br />AGENDA TITLE: <br />Approve an Agreement with Data Ticket Inc. for Automated Parking Citation and <br />Processing Services for the Police Department in the amount of $1,269,648 (General and <br />Non -General Fund) <br />RECOMMENDED ACTION <br />Approve a three-year agreement with Data Ticket Inc. for Automated Parking Citation <br />Processing Services for the Police Department, for the period of February 15, 2022 <br />through February 14, 2025, with the option to extend the agreement for two additional <br />one-year terms, in an amount not to exceed $1,269,648, including a five percent <br />contingency ($60,459), subject to non -substantive changes approved by the City <br />Manager and City Attorney. <br />DISCUSSION <br />On November 3, 2021, the Police Department issued a Request for Proposals (RFP #21- <br />128) to select a vendor to provide automated parking citation processing services. On <br />November 30, 2021 the City received proposals from the following four vendors; Data <br />Ticket Inc., IPS Group Inc., T2 Systems, and Turbo Data Systems. An evaluation <br />committee consisting of representatives from the Police Department's Traffic Division and <br />the City's Finance Department reviewed and rated the four proposals. The proposers <br />were ranked by the review committee based on the following criteria as established in the <br />RFP: Responsiveness to the RFP (10%), Experience of Firm and Personnel (50%), Cost <br />of Proposal (30%), and References (10%). <br />The scoring for each proposal out of a maximum of 500 points is as follows: <br />Vendor <br />Score <br />Data Ticket <br />492 <br />Turbo Data <br />446 <br />T2 Systems <br />431 <br />IPS Group <br />356 <br />
