SEAN T. DALY, AICP, PTP <br />Senior Planner <br />Compton Boulevard Complete Streets Planning <br />and KBK Site Traffic Impact Analysis — City of <br />Compton, CA <br />Mr. Daly served as the CEQA transportation analyst <br />and QA/QC for the Compton Boulevard Complete <br />Streets Planning and KBK Site Traffic Impact Analysis. <br />Transportation analysis of the projects located near <br />the Compton A (Blue) Line station in Compton <br />included multimodal assessment of the proposed <br />projects. The project included a reimagination of <br />Compton Boulevard, with conceptual design of <br />protected bike lanes, curb extensions, and mid -block <br />crossings. The project began in June 2020 and <br />completed in February 2021. <br />California Environmental Quality Act Guideline <br />Implementation for Vehicle Miles Traveled Analysis <br />Mr. Daly served as the project manager and planning <br />task lead for the development of CEQA <br />transportation methodology, guidelines and <br />potential mitigation measures for the Cities of South <br />Pasadena, Seal Beach, Laguna Niguel, Glendora, <br />Thousand Oaks, Simi Valley and Irvine. Mr. Daly <br />supported City staff from both a technical and policy <br />standpoint including presenting at public meetings <br />and stakeholder outreach events. <br />Los Angeles County Metro Grant Support — Los <br />Angeles, CA <br />Mr. Daly authored the following grant applications <br />for the Los Angeles County Metro in 2019 and 2020: <br />High Desert Intercity Rail Corridor Service <br />Development Plan <br />The application and benefit/cost analysis for the <br />High Desert Intercity Rail Corridor Service <br />Development Plan to connect the Palmdale <br />Transportation Center Metrolink and California High <br />Speed Rail service with the Virgin Trains USA Victor <br />Valley terminus station in partnership with California <br />State Transportation Agency (CaISTA), Virgin Trains <br />USA (VTUSA) and San Bernardino County <br />Transportation Authority (SBCTA). <br />• Consolidated Rail Infrastructure and Safety <br />Improvements Program — Federal Railroad <br />Administration <br />Zero Emission Busses and Charging Infrastructure <br />Deployment and System Integration <br />The benefits of the program were demonstrated in <br />concert with Metro's NextGen restructuring to <br />increase ridership, reduce system costs, benefit <br />iteris <br />communities traditionally underinvested and <br />disadvantaged through analysis of walkability, land <br />use, connectivity, job and affordable housing access, <br />and reduction of greenhouse gas emissions. Mr. Daly <br />coordinate the submission of applications related to <br />this program for: <br />• Transit and Intercity Rail Capital Program - <br />California State Transportation Agency <br />• Sustainable Transportation Infrastructure <br />component of the Affordable Housing and <br />Sustainability Communities grant for the 3rd <br />and Dangler development — California <br />Strategic Growth Council <br />Low or No Emission Bus Program (5339(c) - Federal <br />Transportation Administration <br />Bus and Bus Facilities Program - Federal <br />Transportation Administration <br />Senate Bill 743 Mitigation Measures Analysis, Los <br />Angeles County Metropolitan Transportation <br />Authority (Metro) — Los Angeles County, CA <br />Mr. Daly served as task leader on this project <br />analyzing potential impacts under a new Vehicle <br />Miles Traveled (VMT) metric to previously certified <br />Environmental Impact Reports (EIRs) where Metro <br />is/was the Lead Agency. This effort addressed the <br />State of California, Office of Planning and Research's <br />(OPR) update to California Environmental Quality Act <br />(CEQA) Guidelines pursuant to Senate Bill 743, which <br />would change the transportation impact analysis <br />methodology from Level of Service (LOS) to VMT <br />under CEQA. Iteris evaluated six case studies <br />assembled by Metro under the VMT metric, and <br />assisted with making judgments regarding <br />determining and assigning mitigation measures to <br />the projects. The project began in September 2017 <br />and completed in March 2018. <br />OCTA 1-605 Katella Avenue Interchange <br />Improvements PACED — Los Alamitos, CA <br />Mr. Daly was the project manager for the traffic <br />analysis in support of the Project Approval <br />Environmental Documentation (PA/ED) phase of the <br />1-605/Katella Avenue Interchange. The analysis <br />included development of traffic volumes, <br />microsimulation analysis of the project corridor, and <br />identification of operational deficiencies in the <br />interchange. The project began in September 2016 <br />and completed in September 2018. <br />
