Parks, Recreation, and Community Services <br />www.santa-ana.org/parks <br />Item # 24 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />February 15, 2022 <br />TOPIC: Proposed License Agreement for Use of Memorial Park Parking Lot <br />AGENDA TITLE: <br />Proposed License Agreement between the City of Santa Ana and Santa Ana Unified <br />School District for use of Memorial Parking Lot <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a License Agreement with Santa Ana Unified School <br />District to allow Washington Elementary School staff to utilize Memorial Park east parking <br />lot (46 spaces) for the period February 2, 2022 through June 30, 2023, for an amount not <br />to exceed $39,000, subject to non -substantive changes approved by the City Manager and <br />the City Attorney. <br />DISCUSSION <br />On February 1, 2022, the City Council considered a proposed License Agreement between <br />the City of Santa Ana and Santa Ana Unified School District for use of Memorial Parking <br />Lot, and directed staff as follows: <br />1. CITY COUNCIL QUESTION: There are parking issues for little league, Pop Warner <br />football league, cheerleading, swimming, and classes due to parents starting to <br />arrive around 3 to 4 p.m. Parking has always been an issue during various <br />programming at the facility and park. Did we check how we would be able to <br />mitigate the parking issue? <br />ANSWER: <br />Over the past three years, the City has issued 1,800 permits for youth sports <br />leagues and less than a dozen have started before 5 p.m. during the week. The <br />weekday start times by leagues are as follows: <br />• Memorial, Northeast and Santiago Little Leagues - 5:00 p.m. <br />• Pop Warner Football — 5:30 p.m. <br />• Pony Baseball — 6:00 p.m. <br />Aquatics Programming <br />• Winter aquatic programs are held at Jerome Park pool only (Swim Team, <br />Water Polo, Masters Water Polo and Lifeguard certification courses). <br />• Spring aquatic programs begin March 7, 2022 at 4:30 p.m. at Memorial Park <br />
