this threshold, alternative uses such as drilling piles as opposed to pile driving and <br />static rollers as opposed to vibratory rollers shall be used. If necessary, construction <br />vibration monitoring shall be conducted to ensure vibration thresholds are not <br />exceeded. <br />N-3 New residential projects (or other noise -sensitive uses) located within 200 feet of <br />existing railroad lines shall be required to conduct a groundborne vibration and noise <br />evaluation consistent with Federal Transit Administration (FTA)-approved <br />methodologies. <br />N-4 During the project -level California Environmental Quality Act (CEQA) process for <br />industrial developments under the General Plan Update or other projects that could <br />generate substantial vibration levels near sensitive uses, a noise and vibration <br />analysis shall be conducted to assess and mitigate potential noise and vibration <br />impacts related to the operations of that individual development. This noise and <br />vibration analysis shall be conducted by a qualified and experienced acoustical <br />consultant or engineer and shall follow the latest CEQA guidelines, practices, and <br />precedents. <br />Finding <br />Finding 1. The City hereby makes Finding 1. Changes or alterations have been required in, or <br />incorporated into, the project that avoid or substantially lessen the significant environmental <br />effect as identified in the PEIR. These changes are identified in the form of the mitigation <br />measures above. The City of Santa Ana hereby finds that implementation of the mitigation <br />measures is feasible, and the measures are therefore adopted. <br />6. Tribal Cultural Resources <br />Impact 5.17-1: The proposed project could cause a substantial adverse change in the <br />significance of a tribal cultural resource that is listed or eligible for listing <br />in the California Register of Historical Resources or in a local register of <br />historical resources as defined in Public Resources Code Section <br />5020.1(k). <br />The Sacred Land File search yielded positive results, indicating that known tribal resources exist <br />within the plan area. Further, a CHRIS records search at SCCIC indicates that 23 archaeological <br />resources were previously recorded within 0.5 mile of the plan area. Of these resources, eight <br />archaeological resources were located within the plan area; these include four prehistoric sites <br />with habitation debris and lithic scatters, one multicomponent site, and three historic isolates. The <br />plan area includes many locations that would have been favorable for prehistoric Native American <br />occupation. While the city is urbanized and most of the plan area has been developed, buried <br />resources may remain in areas of minimal ground disturbance, such as parks, parking lots, and <br />structures with shallow foundations.
