Police Department <br />www.santa-ana.org/pd <br />Item # 11 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />February 1, 2022 <br />TOPIC: Joint Agreement with the County of Orange for the 800MHz Countywide <br />Coordinated Communications System (CCCS) <br />AGENDA TITLE: <br />Approve an Agreement with the County of Orange for Continued Access to the <br />Countywide Coordinated Communications Public Safety Radio System <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute the new Joint Agreement with the County of <br />Orange for the Operation, Maintenance and Financial Management of the Orange County <br />800 MHz Countywide Coordinated Communications System, subject to non -substantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The 800 MHz communications system allows all police, fire, public works, and marine <br />safety agencies in Orange County to share a common radio system, yet provides <br />agencies with their own distpatch and tactical channels. On September 19, 1995, the <br />original Joint Agreement for the Implementation and Operation of the 800MHz <br />Countywide Coordinated Communications System (CCCS) was executed. The Orange <br />County Sheriff -Coroner Department's Technology Division maintains the 800MHz CCCS, <br />which provides centralized, interoperable voice radio communications for the County and <br />its partner agencies, including all public safety and public service agencies, as well as <br />several private, state, and federal agencies that provide support to the above agencies <br />and/or have relevant communications requirements. The CCCS partnership funds the <br />800MHz CCCS in accordance with the financial requirements outlined in the Agreement. <br />On November 23, 2004, the current Agreement for the Operation, Maintenance and <br />Financial Management of the CCCS was entered into by the County, its 34 cities, and <br />other partnership agencies, replacing the original 1995 Agreement and subsequent 2003 <br />amendment with the intent to define the post -implementation operational, technical and <br />financial requirements and guidelines for the CCCS going forward. On June 2, 2015, The <br />Orange County Board of Supervisors approved the Agreement currently in place. <br />The proposed new Agreement establishes the technical, operational, and financial <br />requirements for all agencies participating in the CCCS.
