Attachment A - Joint Agreement for 800 MHz CCCS Page 8 of 83 <br />• Resolving operational policy or fiscal matter disputes of Partner Agencies. <br />• Addressing System facilities development <br />• Reviewing and approving modification and enhancement plans <br />• Approving contract pricing changes <br />• Approving Annual System Operational Budget and Cost Sharing Allocations. <br />• Approving 10 year capital plans and allocation of Reserve Fund for required upgrades. <br />• Approving New Partner Agencies. <br />• Approving Sponsored Agencies. <br />3.0 MEMBERS TO THE SYSTEM <br />Members are all agencies authorized by the Governance Committee to use the system and who have <br />signed this agreement. <br />3.1 Lead Agency <br />The lead agency is designated to be the Orange County Sheriff's Department Technology <br />Division and will manage, maintain, and enhance the system. Lead Agency is responsible for <br />System Administration as outlined in Section 4 below. <br />3.2 Partner Agencies <br />Partner Agencies are authorized subscribers to the System who have signed this Joint Agreement <br />or added as New Partner Agencies via the process outlined in 3.2.1 below. Partner agencies agree <br />to share in the System Operational Costs and System Maintenance Costs as outlined in Section 5 <br />below. <br />3.2.1 New Partner Agencies <br />Agencies that wish to become an authorized subscriber to the System may be added as a <br />New Partner Agency via the following steps: <br />1) The prospective New Partner Agency submits an official request, in writing, to the <br />Lead Agency requesting to join as a Partner Agency. <br />2) Lead Agency gathers additional information from requesting New Partner Agency to <br />determine the feasibility of the request and the potential impact on the System <br />operation and the existing Members. <br />3) The Lead Agency processes the request to obtain approval. <br />4) Lead Agency presents the request to the Governance Committee along with previous <br />approvals from appropriate Governing Authorities. Governance Committee will <br />determine final approval or denial of the request. <br />5) Once all approvals have been obtained, requesting New Partner Agency will execute <br />a copy of this agreement along with the associated New Partner Agency forms <br />identified in Attachment B. <br />6) The approved New Partner Agency will purchase necessary radio equipment and <br />arrange to pay associated New Partner Agency costs described in in 5.2 below. <br />
