Attachment A - Joint Agreement for 800 MHz CCCS Page 33 of 83 <br />• A preliminary assessment of impact on other System users and an estimate of <br />associated costs, if any. <br />The Governance Committee may direct the Lead Agency Director to conduct an assessment to <br />address: <br />• Technical impact to current and future System performance including which system or <br />subsystems will be or may be affected. <br />• Operational impact to current and future system performance including effects on <br />System capacity and determination of those systems or subsystems that will be or may <br />be affected. <br />• Degree of conformance with Governance Committee approved plans and standards. <br />• Cost impact to current participants. <br />• Potential alternatives. <br />The Lead Agency Director shall forward the completed assessment to the Governance <br />Committee along with recommendations including strategies to mitigate negative impacts, if <br />appropriate. <br />The Governance Committee shall notify all agencies of all requests along with potential impact <br />and invite their comments. <br />The Governance Committee will approve, deny, or modify the requested SOP change. <br />If approved, the Governance Committee will incorporate the applicable SOP modifications and <br />inform System users. <br />Management of Change Process <br />The Governance Committee Chair will manage this process. <br />4.0 RADIO SYSTEM MANAGEMENT <br />4.1 Radio System Architecture <br />The System is an advanced digital radio communications system built to the Association of <br />Public -Safety Communications Officials (APCO) Project 25 (P25) digital radio standards. The P25 <br />System is a standards based system, and different vendor subscriber radios may be able to <br />access and use it. Due to manufacturer differences outside of the defined P25 standard, not all <br />manufacturer radio features may work with the System. Some radios may interact differently <br />with the existing infrastructure and can potentially exhibit undesirable operational <br />characteristics. <br />As a result, the following procedures must be followed: <br />• All manufacturer's radios must be tested and approved by the Lead Agency prior to <br />being used on the System. <br />• A listing of tested and approved radio models will be maintained by the Lead Agency. <br />Operational Context <br />
