It addresses the <br /> entire territory within the plan area's boundary and the full spectrum of issues associated with <br /> management of the plan area. The GPU also includes forecasts of long-term conditions and <br /> outlines development goals and policies; exhibits and diagrams; and the objectives, principles, <br /> standards, and plan proposals throughout its various elements. The GPU can be found online at <br /> https://www.santa-ana.org/general-plan. The General Plan Policy Framework can be accessed <br /> at <br /> https://www.santa-ana.org/sites/default/files/pb/general- <br /> plan/documents/General Plan PolicyFramework Master.DRAFT.cmo2.pdf. <br /> Coordination and consistency are essential between the elements of the GPU, but in particular <br /> with the land use element. The circulation element, which identifies proposed improvements to <br /> the transportation system, may impact surrounding land uses and future development. The urban <br /> design element sets forth policies and programs to improve the city's design and urban form. The <br /> conservation element protects and maintains the city's natural, cultural, and other resources, with <br /> a focus on preserving aesthetics and the environmental quality of the city. <br /> Both the land use element and the circulation element are described in more depth below. Focus <br /> areas and specific plan/special zoning areas are also described. <br /> Updated Land Use Element <br /> The updated land use element will guide growth and development (e.g., infill development, <br /> redevelopment, use, and revitalization/restoration) within the plan area by designating land uses <br /> as shown in the proposed land use map. Figure 3-7 of the Updated Draft PEIR (Volume II of the <br /> Final Recirculated PEIR) shows the 13 proposed land use designations of the General Plan <br /> update, and Table 3-4 gives a general description of the land use designations that are added to <br /> the GPU and were not in the current General Plan. Land use designations define the type and <br /> nature of development that would be allowed in a given location of the plan area. The land use <br /> designations and patterns are intended to provide the basis for more detailed zoning designations <br /> and development intensities, requirements, and standards established in the City's development <br /> code. <br /> It is important to note that the updated land use element is a regulatory document that defines the <br /> framework for future growth and development in the plan area but does not directly result in <br /> Santa Ana General Plan Update <br /> CE 5T ac an Statement 32 — 31 2 <br /> Of ri ing onsiderations -8- 61 /Rer�0 2 1 <br />
