Grovemont Street Water Main Improvements <br />November 16, 2021 <br />Page 2 <br />Public Outreach and Contractor ParticipationAs legally required, a Notice Inviting Bids <br />was advertised in the Orange County Register newspaper on September 7 and 8, 2021. <br />The project was also advertised in PlanetBids from August 31, 2021, through September <br />28, 2021. To provide an opportunity for local vendors to submit bids, the City <br />electronically notified a total of 535 regional vendors, many of which are based in Santa <br />Ana. Fifty-five vendors requested bidding documents, and a total of nine bids were <br />received. Stephen Doreck Equipment Rentals, <br />Inc., submitted the lowest responsive base bid in the amount of $1,265,465 (Exhibit 2). <br />As specified in the bid documents, the lowest bid shall be determined on the basis of the <br />Base Bid. Based on the bid analysis and a contractor's reference check, staff <br />recommends awarding the construction contract to Stephen Doreck Equipment Rentals, <br />Inc., in the amount of the base bid totaling $1,265,465 (Exhibit 3).
