(Non -General Fund) <br />RECOMMENDED ACTION <br />1. Authorize the City Manager to execute an agreement with Monument ROW to provide <br />completion of final close-out work per Caltrans requirements, acquisition <br />maintenance, and a relocation assistance program, in an amount not to exceed <br />$149,500 for a three-year term beginning November 16, 2021, and expiring November <br />15, 2024, with an option for two, one-year extensions, subject non -substantive <br />changes approved by the City Manager and City Attorney. <br />2. Authorize the City Manager to execute agreements with Monument ROW and <br />Overland, Pacific & Cutler LLC to provide completion of final close-out work, <br />acquisition maintenance, and a relocation assistance program, in a shared aggregate <br />amount not to exceed $500,000 for a three-year term beginning November 16, 2021, <br />and expiring November 15, 2024, with an option for two, one-year extensions, subject <br />non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On July 6, 2021, the Public Works Agency released Request for Proposal (RFP) No. 21- <br />075, by which it sought the services of a professional engineering firm to provide on -call <br />right-of-way specialty services on an as -needed or "on -call" basis for the Public Works <br />Agency. The capital improvement projects needing the right-of-way services include, but <br />are not limited to, Warner Avenue, Bristol Street, Fairview Street, and Grand Avenue <br />street improvement projects. <br />The RFP was advertised on the City's online procurement management and publication <br />system, with proposals due on July 27, 2021. Four proposals were received and <br />evaluated by a selection committee. Based on criteria outlined in the RFP, the following <br />summarizes the responding firms and their ranking: <br />
