An <br />-1 r4oila, <br />E <br />CHALLENGES FACED: Monument experienced challenges in the coordination with another public agency <br />(SBCFCD) for the acquisition of required interests. Another challenge was the discovery that the <br />acquisition of certain property rights affected a private property that was entitled and in the process of <br />being developed. <br />IMPLEMENTED SOLUTION: The Monument Team avoided problems through early involvement of <br />SBCFCD in the process to address potential concerns which avoided long internal review periods. <br />Additionally, coordinating with the public agency throughout the process on an ongoing basis avoided <br />any surprises. in addressing the second challenge related to the private parcel entitlement and <br />development, the Monument team shifted gears quickly. Our team communicated with the property <br />owner and the City to develop an alternative to the proposed acquisition to avoid impacts to the future <br />structure built on the premises_ Updated L&P, appraisal and review were deployed to address this <br />matter. Owner's involvement in finding the alternative was helpful and ultimately avoided delays in the <br />project and the need for condemnation. <br />This public improvement Project replaces the existing La Cadena bridge over <br />VICTOR ORTIZ, PE <br />Santa Ana River to accommodate four travel lanes, a raised median, bike lane, <br />CITY ENGINEER <br />and a sidewalk in each direction. The project will also replace the existing access <br />e: vortiz@coltonca.gov <br />to the Santa Ana River Trail (SARI) parking lot and a portion of the existing bike <br />DATE OF SERVICES <br />trail connection between the SART and southbound side of La Cadena Drive. <br />2020 - Ongoing <br />The project entails overall project coordination, title and escrow services, right <br />SERVICES "190VIDED <br />of way engineering services, appraisal and appraisal review services, right of <br />Project Management <br />way acquisition, utility coordination and right-of-way certification services. The <br />Project Planning <br />project impacts 4 parcels that require purchase of permanent and temporary <br />Acquisition <br />easement interests to accommodate the proposed improvements. <br />OVERSIGHT <br />Caltrans District 8 Monument provided oversight of overall project coordination and managed <br />all elements of the right-of-way program. This includes the management of <br />TOTAL PROJECT COST consultants and staff for delivery of tasks, project schedule development and <br />$3,950,000 project compliance with state and federal regulations. <br />$61,590 Right -of -Way Costs <br />
