Appendix <br />ATTACHMENT 1 <br />SCOPE OF WORK <br />CITY OF SANTA ANA <br />REQUEST FOR PROPOSALS <br />FOR <br />SR-55 /RITCHEY WATER IMPROVEMENT PROJECT CONSTRUCTION <br />MANAGEMENT AND INSPECTION SERVICES <br />RFP NO.21-066 <br />INTRODUCTIONBACKGROUND <br />The Orange County Transportation Authority (OCTA) is the lead agency for the proposed State <br />Route 55 (SR-55) freeway -widening project from Interstate 405 to Interstate I-5. The project will <br />add general purpose and high -occupancy vehicle lanes in each direction between 1-405 and I-5, <br />and will also add auxiliary lanes between interchanges to reduce traffic congestion and improve <br />mobility. Additionally, the project will add sidewalks, ADA ramps raised medians and vehicle <br />lanes along MacArthur Boulevard, Dyer Road, Edinger Avenue and McFadden Avenue. The <br />project will improve safety and mobility for pedestrians and reduce traffic congestion at several <br />major arterials crossing the SR-55. Additionally, the City of Santa Ana's existing water <br />infrastructure, consisting of a 16" pipeline in Ritchey Street, 24" and 12" pipelines crossing the <br />SR 55 freeway and a pressure regulating station near Warner Avenue, must be relocated and <br />reconstructed to accommodate the SR-55 widening. The proposed utility relocations are ready for <br />advertising of construction (Attachment 4) with the goal of beginning construction at fall 2021 to <br />remain on schedule with the freeway -widening work. The work involved to relocate the utilities <br />is quite extensive and requires obtaining easements and performing jack and bore construction <br />techniques below the freeway. <br />Orange County Transportation Authority (OCTA) is responsible for the design and <br />implementation of the proposed Caltrans State Route 55 widening project. All coordination with <br />the proposed Route 55 widening project shall be done with OCTA. All permit requirements for <br />work within State Route 55 right-of-way shall be done in accordance with the Caltrans permit and <br />the Caltrans inspector. The additional freeway lanes being added impact the City of Santa Ana's <br />existing pressure reducing station and associated piping. The scope of work has been divided in <br />three components; the relocation of the water main within Ritchey Street, the relocation of the <br />pressure reducing station and the relocation of the connecting piping that currently crosses the <br />freeway. The scope of each project is further defined below: <br />Ritchey St Water Main Relocation, Project No. 19-6438: <br />This work is for the relocation of the existing 16-inch water main in Ritchey Street. <br />Approximately 260 feet will be new 8-inch DR14 C900 PVC pipe connecting to the <br />City of Santa Ana RFP 21-066 <br />Page Al-1 <br />
