ON#STC <br />Jay Losofsky <br />Start -Up Engineer/ Electrical Equipment Specialist <br />Power I and C Start -Up Engineer City of Fountain Valley Raymond Ave Pump Station - <br />Provided technical support instrument and controls support during the construction and <br />startup of the new pump station. Activities included inspection of the installed electrical <br />equipment and transformer, wiring continuity and loop checks, verification and inspection <br />of the analog controls and start up support during commissioning. Worked closely this the <br />engineer and the CM team to resolve technical issues that were encountered during start <br />up. <br />Power I and C Start -Up Engineer, Chino II Desalter Concentrate Reduction Facility; <br />Jurupa Valley, CA; Chino Basin Desalter Authority (Completion: 2016; Value: $46.6 <br />million)— Provided technical support during the construction and testing of the high <br />Voltage equipment; worked directly the fabricator and contractor to resolve construction <br />problems. Advised the project team on technical and safety related issues, reviews <br />submittals, and testing procedures. Witness field testing to confirm the equipment is <br />properly installed and safe to operate. Reviews field test data for conformance to the <br />specs and industry standards. <br />Power I and C Start -Up Engineer, Burris Pump Station Project —Phase 2, Orange <br />County Water District —Provided technical support during the construction and testing of <br />the high Voltage equipment associated with the new construction of a 10,000 SF storm <br />water pump station that utilized four conventional vertical turbine pumps installed in a <br />circular wet well. The pump station will also consist of new mechanical, electrical, and <br />control system. Provide technical support during constructability review of drawings, and <br />specs prior to bidding. Provided submittal review for the pump/motors and technical <br />support for the PLC logic that controls the pumps. <br />Witness the motor tests at the factory, complete final inspection prior to shipment <br />(international fabricator). Work with the PLC programmer to complete loop testing and <br />calibrations prior to start up and commissioning. Work with the project team, contractor <br />and operations to develop a startup plan and coordinated the activities of the equipment <br />manufacturer's reps for startup. Assist in training the operators on the new equipment as <br />required. Advised the project team on technical and safety related issues, reviews <br />submittals, and testing procedures. Witness field testing to confirm the equipment is <br />properly installed and safe to operate. Reviews field test data for conformance to the <br />specs and industry standards. <br />Power I and C Start -Up Engineer, Lake Hodges Pipeline and Hydro Electric Pump <br />Station (San Diego County Water Authority) --Provided technical support during the <br />construction and testing of the high Voltage equipment; worked directly the fabricator and <br />contractor to resolve construction problems. Advised the project team on technical and <br />safety related issues, reviews submittals, and testing procedures; assisted in the <br />development of an 0&M manual for the project. Witness field testing to confirm the <br />equipment is properly installed and safe to operate. Reviews field test data for <br />conformance to the specs and industry standards. <br />Start Up Engineer, San Vicente Pump Station Projects (San Diego County Water <br />Authority - Parsons Brinkerhoff) --As Start -Up Engineer, Mr. Losofsky provides oversight <br />and Engineering Project Start up Support on behalf of SDCWA during the construction, <br />installation and commissioning of 6000 HP pumps, mechanical and electrical equipment <br />associated with this project. Primary duties included providing expert technical assistance <br />during the startup of the pump station verifying conformance to specification <br />requirements. <br />
