<br />Start -Up Engineer/ Electrical Equipment Specialist
<br />Professional Summary
<br />Mr. Losofsky has 48 years of QA/QC experience performing start-up support and
<br />partnering of water treatment projects. He is experienced in all aspects of fabrication
<br />inspection and construction inspection, including electrical, control systems, pipelines
<br />and installation, as well as mechanical equipment. He is knowledgeable in final testing,
<br />debugging, start-up and commissioning of systems related to chlorination, fluoridation,
<br />fumigation, exfoliation, water treatment, chemical feed, large pumps and valves,
<br />electrical equipment, components and instrumentation, SCADA, and other equipment and
<br />systems.
<br />Performs start up support and partnering of pump stations and related water treatment
<br />projects; experienced in solving fabrication and construction problems utilizing a
<br />partnering approach. Mr. Losofsky has a strong background providing electrical
<br />engineering assistance and inspection services during the construction of large-scale
<br />capital improvement projects. Projects have included filtration plants, pressure control
<br />structures, hydro -electric generating plants, reservoirs, pumping stations, turnouts,
<br />various structures, switch yards, tank farms, etc. He has extensive expertise in electrical
<br />specification design review, submittal review, construction inspection, and start-up
<br />testing.
<br />Mr. Losofsky has a strong background providing electrical engineering assistance and
<br />inspection services during the construction of large-scale Capitol Improvement Projects.
<br />Projects have included filtration plants as well as all their pressure control structures,
<br />many of their hydro -electric generating plants, reservoirs, pumping stations, several
<br />turnouts, various structures, switch yards, tank farms, etc.
<br />Has extensive expertise in Electrical specification design review, submittal review,
<br />Construction inspection, and start up testing. Mr. Losofsky is often called upon to provide
<br />expertise during technically difficult inspections on concrete structures, mechanical
<br />equipment, electrical equipment, instrumentation, control systems. Experience includes
<br />the development of the Operations and Maintenance manuals.
<br />Mr. Losofsky extensive experience encompasses the installation, manufacture, inspection
<br />and testing of high voltage switch -house and switchgears, transformers, rectifiers, motor
<br />control centers, generators, fuses, insulators, in plant instrumentation process control
<br />systems repair and maintenance. Also has extensive experience providing inspection
<br />related services associated with electrical wiring and cable, motor control wiring,
<br />electronic equipment instrumentation, signal circuits, fiber optics and other electrical
<br />material and equipment.
<br />Duties have also included the review and examination of wire and cable test reports. Mr.
<br />Losofsky is proficient with all industry wide codes and standards associated with the
<br />inspection and testing of electrical and electronic equipment such as AREMA, ICEA, IEEE,
<br />ASTM, NEC and MIL for wires and cable. Has working knowledge of ASME, AWWA, AWS,
<br />API and ASNT codes and specifications.
<br />On -Site Technical Services, Inc. 2006 to Present
<br />IC and Electrical Engineer - City of Fountain Valley Reservoir #2 Startup -
<br />Provided technical support during construction of a new potable water pump station the
<br />supplied water the City of Fountain Valley and a retrofitted storm water pump station.
<br />Both projects were constructed concurrently by the same contractor. Our role was to
<br />provide technical support to the CM on the project. Activities included Submittal and RFI
<br />review, Inspections during the installation of the equipment, electrical and control
<br />inspection and commissioning activities. Loop checks, continuity and instrument
<br />calibration was witnessed. Once the electrical equipment and PLC based controls were
<br />installed, function testing was completed. There were numerous programing issues
<br />identified with the tow PLC. Worked with operations and the programmer to resolve these.
