Community Development Agency <br />santa-ana.org/cd <br />Item # 8 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />November 2, 2021 <br />TOPIC: Nonprofit CDBG Application for Fiscal Years 2022-2024 <br />AGENDA TITLE: <br />Nonprofit Community Development Block Grant Application Process for Fiscal Years <br />2022-2024 <br />RECOMMENDED ACTION <br />Approve the nonprofit Community Development Block Grant application and scoring <br />criteria for Fiscal Years 2022-2024. <br />COMMUNITY DEVELOPMENT COMMISSION ACTION <br />At its regular meeting on October 27, 2021, the Community Development Commission <br />recommended that the City Council approve the nonprofit Community Development Block <br />Grant application and scoring criteria for Fiscal Years 2022 – 2024. <br />DISCUSSION <br />As an entitlement jurisdiction, the City receives an annual allocation of Community <br />Development Block Grant (CDBG) funds from the United States Department of Housing <br />and Urban Development (HUD) to improve low- to moderate-income neighborhoods, <br />eliminate blight, and encourage economic development. These funds are used for a <br />diverse range of programs as outlined in the City’s Consolidated Plan, including <br />affordable housing, street improvements, park and public facilities improvements, small <br />business start-up grants, code enforcement, and public services. The City may use a <br />maximum of 15 percent of each annual allocation to fund public service programs, such <br />as those concerned with employment, crime prevention, childcare, health, drug abuse, <br />education, fair housing counseling, energy conservation, welfare, homebuyer down <br />payment assistance, and recreational needs. The City of Santa Ana’s Community <br />Development Agency allocates these CDBG grant funds to nonprofit organizations <br />through a transparent, competitive process for projects and programs that most effectively <br />serve our residents. <br />The City’s CDBG allocation for Fiscal Year (FY) 2022-2023 and 2023-2024 is estimated <br />to be $5,640,635 each year, assuming the City receives the same allocation as FY 2021-
