The City may use a maximum of fifteen percent of this allocation (or $846,095) <br />each year for public service programs provided by nonprofit organizations. <br />On November 3, 2021, staff will seek to release the application for nonprofits to apply for <br />the estimated $1,692,190 in nonprofit CDBG funding for a two-year period for Fiscal <br />Years 2022-2024. This amount includes $846,095 in CDBG funding for FY 2022-2023 <br />and $846,095 for FY 2023-2024. This amount is subject to adjustment based upon the <br />actual CDBG allocation from HUD following approval of the federal budget. <br />Funding will be available to experienced nonprofit organizations for the provision of public <br />services that include a priority on crime prevention, crisis-intervention, and/or suppression <br />efforts for children, youth and/or families. <br />Priority funding will be awarded to programs that encompass any of the following: <br />Develop crime prevention and suppression programs that assist in the <br />development of suitable living environments by targeting specific Santa Ana <br />neighborhoods that have a long-standing history of crime involving children, youth <br />and families. For example, crime prevention education programs or community- <br />oriented policing programs such as establishing a neighborhood watch program. <br />Develop programs that target victims of domestic violence, dating violence, sexual <br />assault or stalking. <br />Services that will benefit children (generally under age 13), including parenting <br />skills classes. <br />Health services – services addressing the physical health needs of residents. <br />Mental health services – services addressing the mental health needs of <br />residents. <br />Youth services – services during and after school programs that target teens <br />(ages 13 to 19) that include recreational programs with a counseling/mentorship <br />program that addresses healthy lifestyles, substance abuse prevention, crime <br />prevention, dating violence and anti-bullying. Programs with current <br />Memorandum of Understandings with Santa Ana Unified School District will have <br />priority over other youth service programs. <br />Legal services that provide legal aid to low- and moderate-income residents. <br />Senior services for the elderly 62+ years. <br />Proposed programs are required to meet the National Objective of an activity that <br />provides a benefit to low- and moderate-income persons. Nonprofit organizations will <br />have the option of submitting a joint application with other nonprofit organizations to <br />encourage collaboration and nonduplication of public services in our community. <br />Organizations will be able to apply individually for a minimum of $60,000 or a maximum <br />of $150,000 per program for the two-year period. Organizations that submit a joint <br />application may request a maximum of $300,000. Applications will be made available <br />online through the City’s Community Development Agency webpage and the PlanetBids <br />grant management system. Staff will be available to assist nonprofits with technical <br />support throughout the application process.
