Planning and Building Agency <br />www.santa-ana.org/pb <br />Item # 13 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />December 7, 2021 <br />TOPIC: Professional Service Agreement with Property Registration Champions, LLC <br />(ProChamps) <br />AGENDA TITLE: <br />Approval of a Professional Service Agreement with Property Registration Champions, <br />LLC (ProChamps) to Provide Professional Services for Administering a Local Program <br />Requiring the Registration and Maintenance of Abandoned, Defaulted, and Foreclosed <br />Properties as well as Vacant Lots, Structures, and Historic Properties <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with Property Registration <br />Champion LLC (ProChamps) to provide professional services for administering a local <br />program requiring the registration and maintenance of abandoned, defaulted, and <br />foreclosed properties as well as vacant lots, structures, and historic properties for a three- <br />year term terminating December 6, 2024 with an option for two one-year extensions, <br />subject to non-substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />ProChamps is the current provider of professional services, giving the City access to real- <br />time ownership information and data pertaining to real estate and financial transactions <br />potentially leading to and/or resulting in the abandonment or foreclosure of real <br />properties. The information and data facilitate the Code Enforcement Division in <br />identifying and monitoring the on-going maintenance such properties, including vacant <br />lots, structures, and historic properties, to prevent them from deteriorating and becoming <br />an attractive or public nuisance. The company also facilitates the administration of the <br />program by notifying the responsible party of the City’s program and registering such <br />properties on behalf of the City. <br />The existing service agreement with ProChamps was procured on December 19, 2017 <br />and will expire on December 18, 2021. To ensure un-interrupted services, on September <br />30, 2021, the Code Enforcement Division released the Foreclosure, Abandoned Vacant <br />Lots and Structure Registration Program Services Request for Proposals (#21-117), with <br />a submission deadline of 5:00 p.m. on October 21, 2021. The City received two proposals, <br />one from Property Registration Champions LLC, (ProChamps), and one from Milberg <br />Coleman Bryson Phillip Grossman.
