Agreement with ABM for Municipal Parking Facilities Operator <br />December 7, 2021 <br />Page 2 <br />2 <br />2 <br />5 <br />3 <br />answered written questions from potential bidders, reviewed proposals for technical <br />accuracy and RFP compliance, and assisted with budget review. <br />In April 2021, CDA released a Request for Proposal #21-046 and received seven <br />proposals to provide parking operating services. Requirements of the RFP included: <br />oversight of daily operation and management of the facilities, including, but not limited to: <br />invoicing and collection of monthly fees, collecting parking fees, activation of monthly <br />access cards, preparation of monthly utilization reports, garage revenue enhancement <br />options and maintenance of the structures and lot. <br />The proposals were evaluated by a rating committee composed of six representatives <br />from the following departments: City Manager’s Office, Community Development Agency, <br />Public Works Agency, Parks & Recreation Agency, and Finance & Management Agency. <br />The evaluations were based on several criteria including: responsiveness to RFP, <br />experience of firm and personnel, reasonableness of cost, and references. The maximum <br />score was 100 points. Table 1 below provides the ranking of each proposal. <br />Table 1 <br />Rank Proposer <br />1 ABM <br />2 SP+ <br />3 ACE <br />4 LAZ <br />5 PCI <br />6 Impark <br />7 PCA <br />The evaluation committee determined that ABM Parking Services was the top proposer <br />and received the highest overall ranking as a result of their proposal and oral <br />interview/presentation. <br />Parking Operator Information <br />ABM Parking Services presented a quality proposal and diligently addressed their <br />proposed operations, transition plan, management plan, and had the most reasonable <br />cost for the services. They are proposing to help the City manage the parking structures <br />while innovating technology, safety, efficiency, and provide excellent customer service to <br />the patrons of Downtown. Furthermore, ABM has effective auditing procedures, reporting <br />capabilities with data analytics, and revenue controls that will benefit Downtown Santa <br />Ana. <br />ABM Parking Services has been in business since 1909, beginning in the <br />janitorial/maintenance industry. They are a national parking company with their <br />headquarters in Los Angeles and a local office in Tustin. With over 50 years’ experience, <br />ABM Parking Services has one of the nation’s premier operators of parking facilities. They <br />currently provide similar parking operations and management services to over 2,000
