• Generation of Solar Power at Garthe and West Pump Station Facilities Project <br />Bureau of Reclamation Water Energy and Efficiency Grant FY2022 <br />1. Identify any district -wide, or system -wide, planning that provides support for the <br />proposed project. This could include a Water Conservation Plan, SOR, Drought <br />Contingency Plan or other planning efforts done to determine the priority of this project <br />in relation to other potential projects. <br />The City of Santa Ana is deeply committed to saving the City's precious water resources, and <br />has participated in and developed numerous planning documents that address water <br />shortages and conservation alternatives including the NAM Study, as well as the following: <br />• City of Santa Ana Permanent Water Conservation requirements (Municipal Code <br />section 39-106) <br />• City of Santa Ana Strategic Plan — Community Facilities and Infrastructure <br />• City of Santa Ana Climate Action Plan (Appendix A) <br />• City of Santa Ana Climate Emergency Resolution <br />• City of Santa Ana Drought Action Plan (Appendix D) <br />• City of Santa Ana Water Master Plan (2017) (Appendix E) <br />• Urban Water Management Plan (2020) (Appendix F) <br />• Water Systems Alternative Energy Feasibility Study (Appendix B) <br />• Metropolitan Water District Water Surplus and Drought Management Plan <br />• Metropolitan Water District Integrated Water Resources Plan <br />These efforts each lend support to the proposed Project; a few of the many examples are <br />described below. <br />Section 7 of the 2017 Santa Ana Water Master Plan identifies "the installation of solar <br />panels at the Garth and West reservoir facilities which will provide the city with sustainable <br />energy." <br />In September 2021, the City of Santa Ana became only the fourth city in the United States <br />to endorse the Fossil Fuel Non -Proliferation Treaty by approving a Climate Emergency <br />Resolution. The resolution commits Santa Ana to "...developing policies as well as courses of <br />action that ....restrict expansion of fossil fuel combustion...." The proposed Project is <br />consistent with and supported by this Treaty. <br />In May 2014, the Santa Ana City Council approved greenhouse gas emissions reduction <br />targets for inclusion in the city's Climate Action Plan (Appendix A), and in December 2015 <br />adopted a resolution to approve the Climate Action Plan that included these targets. The <br />proposed Project will reduce greenhouse gas emissions consistent with this action and the <br />city's Climate Action Plan.
