i <br />Generation of Solar Power at Garthe and West Pump Station Facilities Project <br />Bureau of Reclamation Water Energy and Efficiency Grant FY2022 <br />goal of 80% below 1990 levels by 2050. <br />2. Describe how the project conforms to and meets the goals of any applicable planning <br />efforts and identify any aspect of the project that implements a feature of an existing <br />water plan(s). <br />The Climate Action Plan is one of the City of Santa Ana's significant planning documents. <br />One of the major goals of the City's Climate Action Plan is to reduce carbon dioxide <br />equivalent (CO2) 30% by the year 2020 and 40% by 2035, relative to the 2008 baseline. <br />With the solar power it will generate, the proposed Project will generate an estimated <br />additional 1,316,942 kWh annually, thus reducing the corresponding greenhouse gas <br />emissions. As stated on page 1 of the NAM Study, the project is a "good step in <br />implementing the Climate Action Plan" <br />The proposed Project conforms to Section 7 of the 2017 Santa Ana Water Master Plan, <br />which identifies "the installation of solar panels at the Garth and West reservoir facilities <br />which will provide the city with sustainable energy." <br />In addition, in August 1999; Metropolitan Water District adopted a "Water Surplus and <br />Drought Management Plan", and in 1996 adopted an evolving long-term water strategy <br />known as the "Integrated Water Resources Plan", or IRP. The IRP was updated in 2004, <br />2010, 2015 and 2020, and "looks to local solutions to close any potential gap between <br />supply and demand," representing a refinement — not an overhaul — of Southern <br />California's water management strategy. The proposed project does exactly that, by <br />promising to provide an estimated additional 101.4 AFY to the City's groundwater, <br />thereby helping to close the gap. <br />3. If applicable, provide a detailed description of how a project is addressing an adaptation <br />strategy specifically identified in a completed WaterSMART Basin Study or Water <br />Management Options Pilot (e.g., a strategy to mitigate the impacts of water shortages <br />resulting from climate change, drought, increased demands, or other causes) <br />For more information on Basin Studies, including a list of completed basin studies and <br />reports, please visit: www.usbr.qov/WaterSMART1bsp. <br />In September 2013, the U.S. Department of Interior Bureau of Reclamation issued a <br />Summary Report for the WaterSmart Santa Ana Watershed Basin Study, which includes <br />the City of Santa Ana. One of the adaptation strategies identified was AB 32 <br />compliance: "....identify additional opportunities for reducing carbon emissions." <br />(Section 4.6 states that climate adaptation strategies were developed through a <br />consultative process involving reclamation and SAWPA staff.)
