Parks, Recreation, and Community Services <br />www.santa-ana.org/parks <br />Item # 19 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />September 21, 2021 <br />TOPIC: Appropriation Adjustment for the Shuttered Venue Operators Grant <br />AGENDA TITLE: <br />Approve an Appropriation Adjustment to Recognize and Appropriate Grant Revenue from <br />the Shuttered Venue Operators Grant Program (Non-General Fund) <br />RECOMMENDED ACTION <br />Approve an appropriation adjustment to recognize $689,120.19 in grant revenue from the <br />Small Business Administration, Shuttered Venue Operators Grant Program and <br />appropriate $689,120.19 into the corresponding expenditure accounts (Miscellaneous <br />Grants Fund) for losses the Santa Ana Zoo at Prentice Park incurred during the COVID- <br />19 pandemic. <br />DISCUSSION <br />The Shuttered Venue Operators Grant (SVOG) program was established in the Economic <br />Aid to Hard-Hit Small Businesses, Nonprofits and Venues Act (Economic Aid Act) and <br />later amended by the American Rescue Plan Act to provide aid to live venue operators <br />impacted by the COVID-19 pandemic. Under the program, eligible entities submitted <br />grant applications for an amount based on a formula applied to their 2019 earned revenue <br />or $10 million, whichever was less. Using the SVOG formula guidelines, the City <br />submitted an application for $689,120 in April 2021. <br />On July 17, 2021, the Small Business Administration (SBA) notified the City of Santa Ana <br />that their application was approved. The SBA provided the City until July 31, 2021 to <br />acknowledge the grant. The City did so through the submittal of documents requested by <br />the SBA. <br />The City has since received a check from the SBA for the full grant amount. Below are <br />examples of uses that the grant may be applied to: <br />Payroll costs <br />Rent payments <br />Utility payments <br />Scheduled mortgage payments (not including prepayment of principal)
