V. SCOPE OF SERVICES AND DELIVERABLES <br />The City of Santa Ana seeks qualified firms, individuals or contractors that have expertise in: <br />• Local jurisdiction electoral redistricting, primarily involving cities; <br />• The Federal Voting Rights Act; <br />• The California Voting Rights Act; <br />• Mapping and balancing electoral districts; <br />• Explaining complex topics to others who may be unfamiliar in the subject matter; <br />• Presenting information in a public setting such as a City Council or community meeting; <br />• Analyzing statistical, demographic, and census data, to support city staff, <br />• Assisting City Council draw City Council district boundaries. <br />Tasks and responsibilities of the selected consultant include: <br />• Train the City Council in a public setting on the redistricting process, Federal Voting Rights Act, <br />California Voting Rights Act, and other applicable election laws. <br />• Assist and guide the process for the City Council selection of a preferred redistricting process led by either <br />the City Council, a Committee, or a Commission. <br />• Create a user-friendly digital interface that allows the City Council members and members of the public <br />to draw their own district boundaries. The program should also guide the user in complying with all <br />federal, state and local laws and requirements. <br />• Lead a Multi-lingual (Spanish and Mandarin) Public Community Engagement Mapping Process <br />• Evaluate the draft maps prepared by the City Council members and the public to determine whether they <br />are population balanced and satisfy the requirements of the Voting Rights Acts. <br />• Provide the training and digital interface in an objective, non -partisan informational manner, and not <br />attempt to persuade the participants in any way. <br />• Actively participate and present in all meetings, including community meetings and public hearings <br />scheduled by the City that address the redistricting process. Meetings may be scheduled both virtually and <br />in -person, as permitted by public health officials. <br />• Assist with the preparation of staff reports and presentation materials for public hearings. <br />• Upon receipt of the 2020 United States Census data, provide data summary files to the City Council and <br />public, updating any digital interface previously used for demonstration and informational purposes. <br />• Analyze whether the 2020 Census data requires modifications to the City of Santa Ana City Council <br />districts. <br />• If so, propose new district boundaries to the City Council based on feedback provided by the community <br />and criteria set by the City Council that are population balanced and satisfy the requirements of the Voting <br />Rights Acts. <br />• Make modifications to the draft district boundary maps based on input from the City Council and <br />community. <br />• Be receptive to feedback and work effectively with the City Council, City Attorney's Office, and City <br />staff. <br />• Assist the City Council, City Attorney's Office, and City staff as may be required in all facets of <br />developing and implementing the final district boundary map, including submission of maps to the <br />Registrar of Voters. <br />6of9 <br />
