Public Works Agency <br />www.santa-ana.org/pw <br />Item # 16 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />August 17, 2021 <br />TOPIC: LED Balloon Light Purchase <br />AGENDA TITLE <br />Award a Purchase Order in the Amount of $61,012 to BC Traffic Specialist for LED <br />Balloon Lights (Specification 21-042) (Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize a one-time purchase and payment of purchase order to BC Traffic Specialist <br />for LED Balloon Lights and Accessories in the amount of $61,012, subject to non- <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency’s Water Resources Division oversees and maintains the daily <br />operations of the City’s water and sanitary sewer systems. The water system is composed <br />of approximately: 480 miles of water main, 21 groundwater wells, seven pump stations, <br />10 reservoirs with a storage capacity of 49 million gallons, four pressure-regulating <br />stations, and seven connection points to Metropolitan Water District (MWD). The system <br />has an average daily demand of 30 million gallons from its roughly 45,000 service <br />connections. The sanitary sewer system includes approximately 400 miles of sanitary <br />sewer main and two sewer lift stations that convey sewage to the Orange County <br />Sanitation District for treatment. <br />Water Resources Division staff is committed to maintaining the City’s water and sanitary <br />sewer collection systems, and is responsible for performing routine and emergency repair <br />work. The Division is also focused on improving worker safety at job sites, and the usage <br />of proper lighting is critical for providing a safe work environment. Staff reviewed <br />specifications for various job site lighting systems and chose to advertise for Airstar 600 <br />LED balloon lights. These durable lights stand 13 feet high, have an approximate lifespan <br />of 50,000 hours, are flame resistant, withstand winds up to 62 MPH and, most importantly, <br />are easily transportable. Lights will be assigned to all Division crews and respective <br />standby vehicles for emergency repairs. <br />An Invitation for Bids (IFB) for 11 Airstar 600 LED balloon lights and miscellaneous <br />accessories was advertised on March 26, 2021 on the City’s online bid and management <br />publication system.
