Public Works Agency <br />www.santa-ana.org/pw <br />Item # 30 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />August 17, 2021 <br />TOPIC: Design Services for the Standard — McFadden Park Project <br />AGENDA TITLE <br />Approve an Agreement with David Evans and Associates, Inc. for Design and <br />Construction Support Services for the Standard — McFadden Park in an Amount Not to <br />Exceed $300,000 for a Three -Year Term (Project No. 20-2729) (Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with David Evans and Associates, <br />Inc. to provide design, development, and contract documents for the proposed Standard - <br />McFadden Park project in the amount of $258,075, with a contingency of $41,925, for a <br />total amount not to exceed $300,000, for a three-year term beginning August 17, 2021 <br />and expiring August 16, 2024, with an option for two, one-year extensions, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On May 10, 2021, the Public Works Agency released Request for Proposals (RFP) No. <br />21-055 to seek the services of a professional engineering or landscape architectural firm <br />to provide design, development, and contract documents for the proposed Standard - <br />McFadden Park project (Exhibit 1). The project consists of: exercise areas, a playground <br />area, half-size basketball court, skatepark, turf field, canvas shade structure, landscaping, <br />irrigation and parking lot improvements. <br />The RFP was advertised on the City's online procurement management and publication <br />system with proposals due on June 3, 2021. Twelve proposals were received and <br />evaluated by a selection committee. In accordance with the qualifications -based selection <br />process, the fee proposal was opened for the top -ranked firm, David Evans and <br />Associates, following proposal evaluation. The fee was within the engineering estimate <br />and project budget. As a result, David Evans and Associates was selected to provide the <br />design and construction support services for this project.
