Proposal to provide <br />Landscape Architectural Design for Standard -McFadden Park — RFP No. 21-055 <br />D. Project Understanding <br />Approach and Understanding <br />THE VALUE OF DEA <br />Having had the opportunity to partner with the City of <br />Santa Ana (City) on the design and implementation of <br />two similar parks (Memory Lane and Mariposa Parks), <br />DEA has a significant understanding of the process <br />by which the City has successfully achieved much <br />needed recreational opportunities for the community. <br />Both Memory Lane Park and Mariposa Park <br />began with a strong conceptual design developed <br />by the City and further refined through the public <br />outreach process. Both parks were in underserved <br />neighborhoods with enthusiastic involvement from the <br />community and funded from sources requiring strict <br />adherence to project schedules and design programs <br />given grant funding guidelines. <br />The Standard -McFadden Park will require very <br />similar processes for design and construction, <br />including design amenities that can be found in <br />both aforementioned parks. Both projects were an <br />enjoyable collaboration between the City and DEA. <br />Given our interest in continuing to be a part of the <br />City's goal of providing the local community with <br />access to exercise and recreational facilities, DEA has <br />kept an ongoing dialog with City staff knowing that this <br />project would eventually be the next park slated for <br />design and construction. <br />The City continues to make great strides in providing <br />parks for the community. The Standard -McFadden <br />Park will also be connected with nearby public <br />transportation and new bike lanes - thus we can <br />expect a busy, vibrant, and active park with amenities <br />for all. The juxtaposition of the selected improvements <br />will be important to ensure that we consider safety, <br />visibility, adjacencies, noise, circulation, and access. <br />FUNDING <br />Based on the information noted in the request for <br />proposal (RFP), the City has secured approximately <br />$4,000,000 dollars for the development of the <br />Standard -McFadden Park. Funding is being provided <br />by a 2018 Parks Bond Act-SPD & CR and Park <br />Acquisition and Development (A&D) Funds. The <br />.65-acre project site is located at the northeast <br />corner of the Standard Avenue and McFadden <br />Avenue intersection and is currently composed of six <br />separate parcels identified as low -density residential <br />land use and zoned multi -family residential. None <br />of the existing features are to remain unless there is <br />STANDARD AND MCFADDEN PROJECT <br />significant value in maintaining existing vegetation or <br />irrigation components. <br />PUBLIC INPUT <br />We understand that although additional public <br />outreach will occur, the City began the design process <br />by holding several community meetings to obtain <br />input regarding the desired elements of the park. <br />This resulted in the development of a conceptual plan <br />prepared by the City and included as part of the RFP. <br />The anticipated park elements include: <br />■ Hardscape / Walkways / Parking area AC paving / <br />Concrete Alley Improvements <br />■ Playground Area with Rubberized Play Surface <br />■ Decorative Pedestrian Bridges and Decomposed <br />Granite Walkways <br />■ Canvas Shade Structures <br />■ Decorative Gate Entrance <br />■ Exercise Area <br />■ Turf Play Area <br />■ Skate Park "bowl" <br />■ Basketball Half Court with Lighting <br />■ Perimeter Fencing / Screening <br />■ Water Quality Landscape Features such as a <br />Rock Bioswale <br />■ California Friendly / Waterwise Landscaping <br />■ Automatic Irrigation System <br />■ Site Amenities (park entrance sign, interpretive <br />signage, benches, picnic tables, bike racks, and a <br />drinking fountain) <br />David Evans and Associates, Inc.
