Proposal to provide <br />Landscape Architectural Design for Standard -McFadden Park - RFP No. 21-055 <br />Mark Oskorus- PE <br />Lead Civil Engineer <br />Education <br />BS, Civil Engineering, 1996, California State University, <br />Fullerton <br />Registration <br />Professional Civil Engineer, California (62159) 2001 <br />Years of Experience <br />25 <br />Mark has 25 years of experience in the civil <br />engineering profession. He has successful hands- <br />on design engineering experience on public works, <br />education, commercial, and residential development <br />projects. Mark has an extensive background in all <br />aspects of computer technology as it relates to the <br />civil engineering profession including grading, street, <br />storm drain, sanitary sewer system, and water design, <br />in addition to coordination with utility companies for <br />relocation and installation of new wet and dry utilities. <br />Mariposa Park, Santa Ana, California <br />Mark served as lead civil engineer for Mariposa <br />Park, a one -acre neighborhood park in the City of <br />Santa Ana. The local residents requested that the <br />park include a playground, a teaching area for active <br />lifestyle classes and a community garden. The design <br />includes walkways, playground equipment, a picnic <br />area, a shade structure, a rock bioswale, California <br />friendly plants, drip irrigation, low impact development <br />drainage and lighting. Other amenities including a <br />park entrance sign, interpretive signage, benches, <br />picnic tables, bike racks, and drinking fountain were <br />also provided in the design. <br />Newport Village Park, Newport Beach, California <br />DEA provided engineering services for this 12-acre, <br />passive park site including a 120-space parking lot <br />located behind the Newport Central Library. The site <br />was contour -graded to maintain park features and <br />provide ADA pathway from the Library building to <br />new parking lots and site facilities. Mark provided <br />engineering support for this project. <br />Santiago Creek Bike Trail, Orange, California <br />As project engineer, Mark provided engineering <br />support for the expansion of an existing regional <br />bike trail from Tustin Street northerly to its terminus <br />at the City of Villa Park southerly boundary. The trail <br />includes over three miles of asphalt paving and dirt <br />pathways, two pedestrian bridges crossing Santiago <br />Creek, and coordination with Caltrans and the County <br />of Orange for issuance of construction permits within <br />their jurisdiction. The project was funded through <br />Federal Transportation Enhancement Activities <br />program funds, and included the preparation of <br />technical studies for completion and approval of the <br />National Environmental Policy Act /The California <br />Environmental Quality Act (NEPA/CEQA) project <br />environmental document. <br />Santa Ana College Central Plant and Infrastructure <br />/Quad Renovation, Santa Ana, California <br />Mark led DEA's team providing civil engineering <br />and survey services for the proposed Central Plant <br />building and the campus -wide utility renovation and <br />quad renovation for Santa Ana College campus. The <br />project consisted of the demolition of four existing <br />tennis courts and an existing adjacent facilities <br />building, the design and construction of a new central <br />plant building. Additionally, the project included the <br />demolition and replacement of the campus -wide <br />sewer, domestic water, fire, and storm drain utilities, <br />including the construction of new utility laterals to all <br />existing buildings. The scope of work also included <br />the removal and replacement of approximately 5,000 <br />lineal feet of sewer, 6,500 lineal feet of domestic <br />water, 3,800 lineal feet of fire water systems and <br />5,000 lineal feet of storm drain. The new storm drain <br />includes approximately 56,000 cubic feet (419,000 <br />gallons) of overflow storage capacity in the proposed <br />amphitheater in the event storm events exceed <br />anticipated flows and the downstream detention <br />basins become overloaded. <br />1-5 On Ramp / Culver Drive Intersection <br />Improvements, Irvine, California <br />As project engineer, Mark provided design support <br />for this project that improved Culver Drive from <br />Scottsdale Drive to the 1-5 southbound on -ramps. <br />Specifically, he was responsible for the storm <br />drain improvement plans. The project included <br />street widening to provide an additional fourth lane <br />northbound on Culver, traffic signal modifications, <br />ramp metering and street lighting plans, design for the <br />extension of an existing city mainline storm drain, ADA <br />compliance, water pollution and erosion control plans, <br />utility coordination, and processing an encroachment <br />permit for construction with Caltrans. <br />David Evans and Associates, Inc.
