Prenatal to Three Strategy Update <br />Conditions of Children Report <br />Agency First 5 Orange County <br />Duration of Project April 2021–March 2022 <br />Annually since 2015 <br />Budget $225,000 (two projects) <br />Link to Strategic <br />Plan <br />https://www.ocgov.com/civicax/filebank/blobdload.aspx?BlobID=119236 <br />Project Description <br />HMA is currently supporting First 5 Orange County in reviewing and refining its strategy to <br />support the youngest families in Orange County and improve outcomes for children prenatal to <br />age three. The approach leverages its long-time investments in home visiting through the <br />Bridges for Newborn networks and is focused on developing a sustainable and coordinated <br />system of voluntary family supports for Orange County’s youngest families. Currently, HMA is <br />assisting in a a landscape assessment focused on analyzing and summarizing data to present a <br />picture of the needs and gaps in the current system. Future phases will include supporting First <br />5 Orange County in partnership cultivation and developing key indicators to monitor strategy <br />implementation. This strategy development project involves the collaboration with multiple <br />community partners and stakeholders. The prenatal to three strategy will guide the <br />Commission’s investments to strengthen family resiliency and improve families’ access to <br />prevention and early intervention services by diversifying and increasing the platforms for <br />engagement with a specific focus on families living in targeted geographic communities. <br />Since 2015, HMA has been engaged by First 5 OC (formerly the Children and Families <br />Commission of Orange County) to support development of the Annual Report on the Conditions <br />of Children in Orange County. The Annual Report on the Conditions of Children in Orange <br />County is co-sponsored with the County of Orange through the Orange County Children’s <br />Partnership. The Annual Report is a critical tool providing a countywide assessment and report <br />of the present and emerging needs of children and their families. HMA’s scope of work includes <br />data collection, project management and report development. HMA has also assisted the <br />County in planning and facilitating community convenings around the report findings in <br />partnership with the County Board of Supervisor offices. <br /> <br /> <br />EXHIBIT 1
