Public Works Agency <br />www.santa-ana.org/pw <br />Item # 16 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />July 20, 2021 <br />TOPIC: Traffic Counting Services <br />AGENDA TITLE <br />Approve Agreements with Transportation Studies, Inc. and Aim Traffic Data, LLC in an <br />Aggregate Amount not to Exceed $100,000 for up to a Five-year Term (Non -General <br />Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute agreements with Transportation Studies, Inc. and <br />AimTD, LLC to provide traffic counting services for a three-year term beginning July 20, <br />2021 and expiring June 30, 2024, with provisions for two, one-year extensions <br />exercisable by the City Manager and the City Attorney, in a total aggregate amount not <br />to exceed $100,000, subject to non -substantive changes approved by the City Manager <br />and City Attorney. <br />DISCUSSION <br />City staff requires current traffic counts and field data to recommend traffic improvements <br />that will lead to positive benefits to the community. Specialized traffic counting services <br />are needed to conduct these counts, which are used for neighborhood studies, the bi- <br />annual citywide traffic volume study, pedestrian/bicycle data, and the annual traffic signal <br />and left -turn signal priority studies. Additionally, data collection and speed survey <br />services are needed to support the speed hump program. <br />A Request for Proposals (RFP) for annual traffic counting services was posted on the City <br />website on Monday, April 19, 2021. Four consultants submitted proposals. The <br />proposals were reviewed by a three -member committee composed of Public Works <br />Agency staff. The proposals were rated based on experience, qualifications, project <br />understanding, scheduling, past performance, cost and the overall proposal. <br />The RFP required each firm to submit proposed fees for a hypothetical work scenario. <br />The scenario costs were used to compare and rate the firms.
