Housing Authority <br />www.santa-ana.org/cd <br />Item # 2 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />July 20, 2021 <br />TOPIC: Department of Toxic Substances Control Standard Voluntary Agreement for 1126 <br />and 1146 E Washington Avenue, Santa Ana, CA 92701 <br />AGENDA TITLE: <br />Approve the Department of Toxic Substances Control Standard Voluntary Agreement for <br />the Crossroads at Washington Site Located at 1126 and 14146 E Washington Avenue, <br />Santa Ana, CA 92701 <br />RECOMMENDED ACTION <br />Authorize the Executive Director of the Housing Authority to execute the Standard <br />Voluntary Agreement up to an amount not to exceed $40,000 with the County of Orange <br />and Department of Toxic Substances Control for the Crossroads at Washington <br />affordable housing project located at 1126 and 1146 E Washington Avenue, Santa Ana, <br />CA 92701, (APNs 398-092-13 and 398-092-14). <br />EXECUTIVE SUMMARY <br />The environmental assessments conducted onsite at 1126 and 1146 E Washington <br />Avenue to date have determined that the combined properties owned by the Housing <br />Authority of the City of Santa Ana and the County of Orange are environmentally <br />contaminated. On April 27, 2021, the County and City staff submitted a Request for <br />Agency Oversight Application to the Department of Toxic Substances Control (“DTSC”). <br />The application was reviewed and accepted by DTSC. The Standard Voluntary <br />Agreement allows DTSC to act as the oversight agency with the ability to facilitate and <br />help coordinate further inspections and investigations, review and approve appropriate <br />remediation measures and documents, and engage the public as necessary. These <br />activities are necessary for the development of the site. After DTSC approves the <br />remediation measures/documents, DTSC will remain as the oversight agency during the <br />remedial activities. <br />DISCUSSION <br />The Crossroads at Washington (the “Project”) is a proposed multifamily affordable <br />housing development at 1126 and 1146 E Washington Avenue, Santa Ana, CA 92701. <br />The project has a financial commitment from the City for $3,971,440 and a 65-year ground
