Community Development Agency <br />www.santa-ana.org/cd <br />Item # 15 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />July 6, 2021 <br />TOPIC: On-Call Environmental Review Services for Federally Funded Programs <br />AGENDA TITLE: <br />Approve On-Call Environmental Review Services Agreements with Rincon Consultants, <br />Inc., Chambers Group, Inc., and Michael Baker International, Inc. (Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute three agreements with the firms listed below to <br />provide on-call environmental review consulting services. The agreements shall <br />commence on August 1, 2021 and continue until July 31, 2022, with the option for the <br />City to grant up to two (2), one (1) year renewals, exercisable by a writing by the City <br />Manager and the City Attorney. The total compensation provided to all three firms shall <br />not exceed an aggregate amount of $150,000 annually, for a potential total not to exceed <br />amount of $450,000 during the entire term of the agreements, including extension <br />periods, subject to non-substantive changes approved by the City Manager and City <br />Attorney. <br />1. Michael Baker International, Inc. <br />COMMUNITY DEVELOPMENT COMMISSION ACTION <br />At its regular meeting on May 26, 2021, the Community Development Commission <br />approved the recommended action. <br />DISCUSSION <br />As an entitlement jurisdiction, the City receives an annual allocation of Community <br />Development Block Grant (CDBG) funds, HOME Investment Partnerships Program <br />(HOME) funds, Emergency Solutions Grants (ESG) funds, and Housing Choice Voucher <br />Program (HCV) funds from the U.S. Department of Housing and Urban Development <br />(HUD). All projects and programs funded by these federal grants must undergo <br />environmental reviews and/or assessments.
