On-Call Environmental Review Services for Federally Funded Programs <br />July 6, 2021 <br />Page 2 <br />1 <br />8 <br />5 <br />8 <br />On March 1, 2021, the City of Santa Ana issued a Request for Proposals (RFP #21-017) <br />to retain on-call environmental consultants to provide environmental reviews and/or <br />assessments on an as-needed basis. The RFP was posted on the City's PlanetBids portal <br />and a total of 285 firms were notified who had previously requested to be informed of <br />such opportunities as well as other firms that staff identified through research. The <br />deadline for the first round submission of complete proposals was Thursday, April 1, 2021 <br />at 5:00PM. <br />The Community Development Agency received eleven proposals before the submission <br />deadline, which met the minimum application requirements of the RFP following a <br />minimum threshold review by staff. For the evaluation of the proposals received under <br />the RFP, staff formed a review panel consisting of five staff from the Community <br />Development Agency. <br />The review panel met on Thursday, April 8, 2021 to review the proposals and then again <br />on Friday, April 23, 2021. Each proposal was evaluated by the review panel based only <br />upon the evaluation criteria in the RFP. Following this procurement process, staff recommends <br />that the City enter into an on-call agreement with each of the top three firms for $150,000 <br />each (Exhibits # 1 – 3). Approval of this recommended action will allow staff to effectively <br />and efficiently conduct the environmental reviews and assessments required by HUD for <br />projects and programs funded by the CDBG, HOME, ESG and HCV Programs.
